The Torrance Police Department mission is to preserve public safety and quality of life within the City of Torrance, to respond effectively to the changing needs of the community, and to promote mutual respect between the Police Department and the people we serve.
The Department
The Torrance Police Department has been proudly serving the community of Torrance for over 100 years, and currently employs 227 sworn police officers and 128 civilian staff. The Forensic Identification Specialist (F.I.S.) Unit boasts the latest technology equipment for chemical processes and digital imaging systems. The F.I.S. Unit is also a beta site for the Automated Biometric/Fingerprint Identification Systems (ABIS/AFIS) and work closely with the Los Angeles County Regional Identification Systems Unit to provide feedback, workflow practices and real time testing for the Forensic Community in the County.
The Division
The Torrance Police Department Forensic Identification Specialist Unit is comprised of five (5) Forensic Professionals and a Supervisor. The all civilian unit performs a full range of complex and technical crime scene investigations, that include documentation, preservation, and collection of physical and biological evidence, forensic photography, latent print examinations, providing expert testimony and other related work as required.
The Positions
These positions operate on a 4/10 schedule and will be required to work weekends, evenings, holidays, and on a rotating on-call schedule. Incumbents will be working the field in all weather conditions, laboratory, and general office settings. Physical demands of the performed duties include climbing, bending, lifting, pushing, and/or pulling objects weighing up to 60lbs., exposure to blood-borne, air-borne pathogens, bodily fluids, various hazardous chemicals used to develop latent print impressions, occasionally crawling in small confined spaces, possible prolonged use of computers and tolerating adverse conditions such as fingerprinting and photographing deceased persons..
Senior Forensic Identification Specialists perform a full range of technical and complex crime scene investigations, chemical processing, latent print examinations, technical report writing and provide expert testimony in the areas of evidence collection, chemical processing, photography and latent print examinations.

QUALIFICATION GUIDELINES
Any combination of education and experience that provides the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:
Graduation from an accredited college with a Bachelor's degree in forensic science, biology, chemistry, or a related field.
Three years paid experience as a Forensic Identification Specialist or the equivalent at an accredited forensic laboratory, or law enforcement agency, participating in site investigations and laboratory analysis. Experience may be substituted for the required education on a year-for-year basis to a maximum of four years experience.
Must possess a valid State of California driver's license of the appropriate class.
Successful candidates will possess the following:
  • The ability to conduct, document, and manage complex crime scene investigations, including detailed report writing skills.
  • Effective report writing skills and courtroom expert testimony.
  • Skills and knowledge in recognition, search techniques, collection, and documentation of latent prints from physical evidence.
  • Competence in the operation of digital imaging systems used for documentation and analysis purposes.
  • Knowledge and skills in automated systems and chemical methods used to identify and compare latent fingerprints to partial and distorted friction skin evidence as well as known friction skin exemplars.
  • Adequate knowledge and skills in training and evaluating staff members, especially pertaining to the related fields of Crime Scene investigations and Latent print examinations.
  • Working knowledge and skill sets in entering and comparing latent print impressions in the local and federal Automated Fingerprint Identification Systems (AFIS).
An International Association for Identification (IAI) certification as a crime scene investigator (CCSI) and/or a Certified Latent Print Examiner (CLPE) is desirable.

Written Test: 40% (Tentatively scheduled on February 22, 2023.)
Oral Exam: 60% (Tentatively scheduled on February 22, 2023.)

City provides a $50,000 life insurance policy
Premium/Certification Pay (sec. 3.2)
Varies by position and assignment. Please see section 3.2 for further information.
Educational Incentive Program (Sec. 3.3)
Building Inspection Supervisors: 4% of base pay for ICC certificate in one of the certified areas. (Additional 2% for each additional certificate, up to max of 12%).
Failure to maintain certification results in loss of 2% for each year's delay of recertification.
Disability Insurance (sec. 4.1)
Employee receives 2/3 base pay after elimination period (14 consecutive days for STD and 180 consecutive days for LTD)

Deferred Compensation (sec 4.3)
Eligible to participate in a voluntary 457 plan. Required participation in Retirement Health Savings Plan (RHSP). Upon retirement or separation from City: 600 sick and 300 vacation will be deposited in RHSP.
Sick Leave/Personal Leave (sec. 4.5)
Accrue 6 hours per month
Maximum Accrual: 600 hours.

13 paid holidays for all classifications except Sr. Librarian - (New Year's Day, Martin Luther King Jr. Day, Lincoln's Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day, day after Thanksgiving, Christmas Eve, Christmas Day & New Year's Eve).
Paid holidays for *Senior. Librarian- New Year's Day, Martin Luther King's birthday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Christmas Eve, Christmas Day and New Year's Eve. (Lincoln's and Washington's birthday, Veteran's day and day after Thanksgiving - provided leave is taken on a rotational basis (subject to Dept. Head approval).
Vacation/Annual Leave (sec. 4.7)

Years 1 -2 : 6.55 hours; Years 3 - 4: 7.88 hours; Years 5 - 9: 10.55.hours; Years 10 - 20: 13.90 hours; Years 21 - 24: 15.22 hours; Year 25+: 15.88 hours
Maximum Accrual: up to the amount earned over the preceding 36 months
Bereavement Leave (sec. 4.8)
Up to three (3) working shifts with pay per death (Additional 2 work shifts for deaths that occur out of state or in excess of 300 miles
Family-School Partnership Leave (Sec. 4.10)
40 hours (max 8 hours per month) unpaid per calendar year (employees may use accrued vacation or comp time)
Uniform Allowance (Sec. 4.14)
$500 voucher: Animal Control Supervisor, Police Operations Supervisor, Forensic Identification Specialist, Senior Forensic Identification Specialist and Forensic Supervisor (payable in September of each year).
$250 voucher: granted twice (2) per calendar year for Transit Supervisor
Night Shift Differential (sec. 5.3)
5% over base pay when ½ or more of the shift is worked after 4:00 p.m.
7 ½% when ½ or more of the shift is worked after midnight
Sr. Librarian - 10% above average base hourly when ½ shift is worked after 3:00 p.m.
Safety Shoes (Sec. 6.4.B)
Allowance of $125 each 6 months of employment (paid June and December), for those required to wear safety shoes.
