Job description

The purpose of this position is to provide engineering and project management services from initial planning through budgeting, design, and construction. This is accomplished by managing all aspects of engineering projects; managing contractors and consultants; coordinating with other departments and agencies; preparing permit applications; reviewing construction plans, drawings, calculations, specifications, and reports; conducting research on regulations, standards, and historical data; review, evaluate, and coordinate asset improvements with Asset Manager; preparing budget items for capital improvement projects and operating expenses; negotiating design scopes; developing bid documents and addenda; developing and sealing construction plans and specifications for projects; responding to Requests for Information; developing work directives; evaluating, negotiating, and preparing change orders; closing out projects; visiting sites; creating and using hydraulic models; and interpreting model results for use on capital, private development, and interdepartmental projects; preparing agenda items; and providing reports to the Board of Supervisors, Directors, and external entities. Other duties include developing and implementing master plans; signing and sealing Capacity Analysis Reports and plant Operation and Maintenance Reports; providing engineering support to other divisions; reviewing private development master plans, construction plans, and hydraulic calculations; evaluating impact of private development on existing infrastructure; attending conferences, seminars, and technical training; emergency training and response; developing leadership plans; supervising direct reports; performing reference checks; performing interim and annual performance evaluations; guiding Development Project Managers, Engineering Technicians, and Construction Inspectors; conducting and attending meetings; and communicating with the public.

  1. Manages complex CIP projects involving water treatment facilities, wastewater reclamation facilities, pipelines, and lift stations from inception through construction by coordinating and corresponding with engineers, consultants, agencies, and contractors; developing project budgets; reviewing and negotiating proposals and contracts; preparing agenda items; developing and updating project schedules; reviewing design reports, plans, drawings, and calculations; researching project requirements; applying for grants; complying with grant requirements; reviewing invoices and pay applications; developing bid documents and addenda; overseeing Construction Inspector; solving construction issues; negotiating change orders; inspecting construction sites; and closing out projects. Participates in various Consultant and Continuing Services selection committees responsible for acquiring Engineering and Construction services.
  2. Manages private development projects by evaluating master plans, construction plans, and hydraulic calculations; evaluating the impact to the existing infrastructure; managing the preparation of Developer Service Agreements; guiding Development Project Managers and Construction Inspectors; and overseeing the private development process.
  3. Offers in-house engineering design services by researching project requirements; organizing project requirements with other departments; researching existing infrastructure; designing infrastructure improvements; signing and sealing design documents and permit applications; developing bid documents and addenda; conducting hydraulic modeling; developing regional utility plans; developing project specifications; evaluating impact to existing infrastructure; coordinating other departments; coordinating other engineering disciplines; overseeing Engineering Technicians; researching construction materials; evaluating and selecting equipment; and assisting in resolving construction issues.
  4. Manages personnel by conducting interim and annual performance evaluation; enforcing disciplinary action when necessary; reviewing direct report's interim and performance evaluation; review and approval of direct report's payroll timecard and leave requests; and establishing performance goals for Direct Reports.
  5. Performs engineering support functions for the Field Services and Treatment Operations divisions by creating, updating, and modifying hydraulic models; interpreting hydraulic model results; guiding data collection; evaluating and analyzing data; and utilizing specialized software such as GraniteXP, ESRI GIS suite, HachWims, Bentley WaterGEMS, and Autodesk AutoCAD. Provides general engineering support functions by developing budgets for capital improvement projects and operating expenses; reading and implementing State Statutes and Florida Administrative Code; reading policies, articles, memos, and technical documentation; creating reports; creating standards and specifications; documenting projects; conducting and attending meetings; attending conferences and seminars; attending training; maintaining Professional Engineering license including meeting Continuing Education requirements for Practice of Engineering and Laws & Ethics; attending emergency response training; responding to emergencies as needed; and communicating via phone calls and emails;

  1. Bachelor's degree from an ABET accredited university in Civil Engineering, Environmental Engineering or related.
  2. Minimum of five years relevant experience.
  3. Florida Professional Engineer License.
  4. Must possess and maintain a valid State of Florida Class E Driver's License.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
