Description
Our ideal candidate for the Senior Business Analyst - Finance Transformation, has a robust background in finance, and a special capacity to elicit business and technical requirements from a wide variety of stakeholders. They have expertise in complex planning, design, configuration, and documentation of accounting applications or other financial technology products, as well as the human processes that support them. They have experience moving low-technology and manual processes into modern, sophisticated systems and workflows - and have worked with the staff people making those transitions with kindness and understanding.
The successful candidate will have extensive professional expertise in system analysis and requirements specification with a deep understanding of web technologies, cloud applications, and interoperation with legacy systems. Duties
As a Senior Business Analyst - Finance Transformation, you will support the strategic goals of the agency by identifying potential business challenges and opportunities, evaluating, and proposing potential solutions, and engaging in the work to implement them. You will work on multiple complex projects involving the enhancement and integration of various financial applications and systems, such as Dynamics AX, Microsoft SQL, and other platforms. Some of your duties may include:
  • Elicit business and technical requirements from product owner(s), key stakeholders, and subject matter experts (business and technical) using various techniques and tools.
  • Lead requirements analysis and verification activities, ensuring that requirement statements are complete, consistent, concise, comprehensive, traceable, feasible, unambiguous, and verifiable and that they conform to standards and the solution will meet customer needs and achieve business objectives.
  • Translate business and technical requirements into user stories and acceptance criteria using Azure DevOps (ADO) or other software development collaboration platforms.
  • Propose options for new product features and process improvements based on knowledge of the system and testing outcomes.
  • Perform analysis of data migration by identifying appropriate database(s) or system(s) the data will be transferred to. Define the data requirements and data map the tables to ensure the data can be properly translated and converted.
  • Lead in the independent determination and technical feasibility of highly complex solutions and the definition of system scope and objectives based on user defined needs.
  • Lead, mentor and coach staff by providing advanced support in complex problem solving, work-related activities, answer questions, provide directions/guidance on how to approach the work assignment, and provide timely meaningful feedback in process improvement activities.
  • Provide consultation and analysis for proposed legislative changes as well as state and federal audits.

Qualifications
  • Bachelor's degree in Computer Science or closely related field and five (5) years of demonstrated experience of information technology experience such as; consulting, analyzing, designing, programming, installing, and/or maintaining computer software applications, hardware, telecommunications, or network infrastructure equipment, directing projects, providing customer or technical support in information technology; or administering or supervising staff that performed work in any of these information technology disciplines.

OR
  • A combination of education and/or relevant IT experience totaling nine (9) years.

AND
  • Progressive experience in leading requirement elicitation and management of requirements, and documenting technical and functional requirements, software specifications and system diagrams.
  • Progressive experience in and demonstrated aptitude for independently developing and monitoring highly technical system documentation standards.
  • Progressive experience in and demonstrated ability to analyze highly complex, high visibility technical issues and requests, presenting concise, relevant, and well-documented findings in alignment with industry best practice as well as internal policy and procedures.
  • Progressive experience in and demonstrated experience troubleshooting malfunctions and failures of highly complex applications and systems and participating in defining mitigation and resolution strategies.
  • Progressive experience in, and demonstrated aptitude for, independently developing and maintaining process standards for system requirements and documentation in the Software Development Lifecycle (SDLC) processes such as Waterfall, Agile or other methodologies and processes.
  • Progressive experience in and demonstrated expert level aptitude for leading requirement elicitation and documentation standards in Agile development environments.
  • Working-level technical consulting skill - provide long term strategic and change management consultation.

Desirable/Preferred Education, Experience or Certifications
  • Broad IT domain experience in three or more of the following areas: Product Management, Applications Development, Enterprise Architecture, Vendor Management, Quality Assurance, Infrastructure, and Maintenance and Support.
  • A valid Certification of Competency in Business Analysis (CCBA) or Certified Business Analysis Professional (CBAP) Certification.
  • Experience with Microsoft SQL, Dynamics AX, and other platforms that support the financial operations of government agencies.
  • Demonstrated availability to access code and manage work items within ADO.
  • Experience applying the Business Analysis Body of Knowledge (BABOK) techniques.
  • Experience reading and analyzing legislative bills and communication of impacts to different levels of staff.
  • Experience with IT project management.
  • Experience working in an Agile Environment.

Retirement and Deferred Compensation
