Environmental Services invites you to join our team as a Contracts Manager for Solid Waste! In this role you will manage the full lifecycle of contracts, partner with internal customers and stakeholders to ensure agreements meet contracting standards and requirements. This role is essential to identifying, managing, and mitigating risks on behalf of Solid Waste. You will work in a collaborative environment that values problem solving, analytical thinking, and a growth mindset. This position is a part of our Business and Strategic Operations section.
The Environmental Services Department believes everything we do supports healthy neighborhoods and a thriving Puget Sound, leaving a better Tacoma for all. Our goal is to be a leader in the industry by creating cost-effective programs to sustain a high quality of life and increase customer satisfaction with innovative approaches to solid waste, wastewater, and stormwater management.
As part of the Business and Strategic Operations team, this position plays a vital role in supporting all phases of formulation, development, negotiation, and administration of material and service contracts; actively ensuring contract compliance. This position will directly oversee and supervise financial assistants dedicated to payment and procurement. In addition, the role will improve processes with a clear focus on customers, employees, and operations. We are seeking a strong leader, who can work independently and is detail oriented with the ability to manage competing priorities and projects. Job Duties & Responsibilities:
  • Materials and Services Contracts Development and Management: Organize, execute, and manage all phases of development, evaluation, negotiation and awarding of material and service improvement contracts in accordance with all rules and regulations.
  • Procurement and Payables. Oversee teams dedicated to procurement and payment functions, reconciliation, tracking of revenues for Solid Waste. Understand the nature of all finance related tasks including creating purchase orders, reviewing invoices, and procure to pay workflows. Ensure timely processing of all invoices, accounting, and reconciliation.
  • Employee Supervision. Supervise employees, manages scheduling, and conducts performance review and evaluations. Builds effective teams, outline goals, and provide career path assistance to develop industry leaders. Ensure all policies, procedures, and daily expectations are followed.
  • Financial Management. Collaborate with Budget Liaison to develop, recommend, and manage the biennium budget for Solid Waste. Working with data analyst to ensure contract projections and assumptions are included, updated, and accurate within the Solid Waste rate model.
  • Community/Customer Relations. Build and maintain relationships with vendors, manufacturing representatives and contractors to maintain open communications and good working relationships. Negotiate contract terms and conditions in a manner that promotes a good working relationship.
  • Research and Analysis. Analyze, research, and interpret complex policy, code, and legislative information related to contracts and purchasing. Conduct and support ad hoc analyses and contribute ideas toward the development of various purchasing and contract policies for Environmental Services.

QUALIFICATIONS (TRAINING AND EDUCATION):
  • Bachelor's degree in business management, accounting, public administration, finance, or a related field.
  • Four (4) years preferred actively establishing, monitoring and/or negotiating contracts, adhering to procurement policies and procedures including review of invoices, and overseeing expenditures, preferably in the public sector or a utility.
Applicable experience may be substituted for education on a year-for-year basis.

LICENSING, CERTIFICATIONS AND OTHER LEGAL REQUIREMENTS:
There may be instances where individual positions must have additional licenses or certification. It is the employer's responsibility to ensure the appropriate licenses/certifications are obtained for each position.
  • Depending upon assignment a WA driver's license may be required.
  • Individuals may have to pass a background check depending upon assignment

  • Organizational savvy: maneuvers comfortably through complex policies, processes, and people-related organizational dynamics.
  • Ability to balance stakeholders by anticipating the needs, requirements, and expectations of multiple stakeholders.
  • Knowledge of local government purchasing policies and procedures preferred.
