What You Will Do:
The Guidehouse Team supports key Senior Executives of a transportation security program in areas including strategic communications, Budget and program finance execution, information visualization and business process reengineering. With the broad portfolio of program activities and the high caliber of financial and strategy acumen across the program's leadership, the Guidehouse Team often plays both strategic and tactical roles in cross-functional projects, initiatives, and taskings.
In close partnership with the program's front office, our Senior Communications and Budget Strategist partner with a variety of stakeholders to optimize every phase of the budget cycle, from future-year formulation to current-year execution and analysis. The Guidehouse Team is agile, creative, and conscientious, excelling as both proactive business partners and as subject matter experts in support of executive decision-making. The Team liaises between all levels of the program, embodying the collaborative spirit required to support the program's most impactful missions. Examples of work include:
Work includes:
- Preparing materials for presentation to senior leadership and to external oversight entities, ensuring effective communication of the program's operational and budget status.
- Support multiple, concurrent tasks, while ensuring technical accuracy, adherence to standards, and timely delivery of all products.
- Engage executive leaders and stakeholders to gather data to shape recommendations and operational designs.
- Organize and synthesize data and information in format that facilitates quick and effective decision making.
- Identifying, designing, and implementing improved processes that transform the budget function and provide lasting change that positive improves operations, oversight, and transparency across an array of stakeholders.
- Execution of Planning, Programming, Budgeting and Execution (PPBE) activities, to include the development of the client's Budget and "build" of the client's Resource Allocation Plan (RAP), narrative justification write ups for additional unfunded requests (UFRs) and to defend against funding sweeps.
- Performing reviews of literature and client documents to assess current state requirements and perform studies utilizing client operational data.
- Documentation development including presentation materials, business workflow and process guidance development and maintenance, workflow and process adherence monitoring, meeting coordination (agendas/minutes), and data call response coordination and issuance.
What You Will Need:
- US Citizenship and the ability to obtain and maintain a federal Public Trust
- Bachelor's Degree
- Seven (7) years of consulting or public sector work experience to include five (5) or more years of relevant financial management, budget management, communications and/or change management experience
- Excellent written and verbal communication skills
- Critical and strategic thinking to solve problems and develop innovative solutions to client's management and operational challenges
- Ability to thrive in a dynamic, team-based work environment
- Ability to manage multiple priorities and quick turn deliverables
- Excellent problem-solving skills and attention to detail
- Proficiency in Microsoft Suite, especially MS PowerPoint, Word and Excel
- Experience in supporting executive-level Federal clients (Divisional level and above)
- Possess a technical mindset to quickly learn about current and emerging client requirements and business/technical responsibilities.
What Would Be Nice To Have:
- Supported a federal and/or state and local aviation security and/or law enforcement agency
- Direct experience with the DHS/TSA acquisition process
- Previous experience with the PPBE process (e.g., RAP, UFR, OMBJ Narratives, Spend Plan Development)
- Experience in performing data analysis with tools sub as PowerBI and/or Tableau; strong analytical skills with the ability to manipulate and analyze complex data sets.
