Job Duties
The Office of the Executive Secretary of the Supreme Court of Virginia is seeking applicants for the position of Senior Budget Analyst with the Department of Fiscal Services. The Senior Budget Analyst will ensure sound fiscal and agency-wide budget management practices, compliance, and reporting in a manner that ensures fiscal integrity, consistency, and professional delivery. The selected individual will prepare biennial budgets, ensure proper management of the budget, and perform ad hoc financial analysis. Duties include performing a number of highly technical functions including budget development, budget execution, advanced fiscal analysis, revenue and expenditure projections, and budget status analysis.
Minimum Qualifications
- Experience with government budget development, execution, tracking, monitoring, and reporting is preferred.
- Continuous Process Improvement: Support work toward improving processes.
- Considerable experience with performing complex financial analyses.
- Considerable knowledge and experience applying the principles of GAAP.
- Ability to analyze complex financial data, and transactions, and develop reports (written or PowerPoint) for diverse audiences.
- Strong ability to conduct complete and thorough analyses, determine the impact of actions, or plans, and make effective recommendations to resolve complex issues.
- Exceptionally strong working knowledge of automated financial systems and spreadsheet applications and the ability to effectively use automated applications in accomplishing work and developing/improving processes, including budget tracking and forecasting.
- Experience in the collection, compilation, and presentation of data in both oral and written form.
- Ability to interpret and apply Federal and State laws, rules, and regulations relating to fiscal matters.
- Ability to communicate effectively, both orally and in writing, on technical subject matters.
Additional Considerations
- Extensive knowledge and experience utilizing automated financial systems.
- Experience managing budgeting activities of a multimillion-dollar business.
- Working knowledge of effective customer service and problem-resolution techniques
- Demonstrated ability to prioritize work, exercise judgment, make decisions, and work independently.
- A bachelor’s degree is required.
- High level of comfort with MS Office products, with a focus on Excel and the ability to manipulate large datasets and compile meaningful financial reports.
- Excellent communication and interpersonal abilities.
