Budget Analyst – Technical and Project Engineering (TAPE)

JOB SUMMARY:

Senior Analyst responsible for supporting HQDA G-37 Training Directorate as well as both the Office of the Chief, Army Reserve (OCAR) and the National Guard Bureau in support of Army Training. Provides analysis in support of development, and review of Army Training requirements for assigned Management Decision Package (MDEP) TRCD. Assists in preparation of the Program Objective Memorandum (POM), Budget Estimate Submission (BES), Program Review, and President’s Budget. Maintain the Manday Resource Model (MRM) and MDEP TRCD for both Army Reserve and National Guard. Performs research and data collection from multiple sources to develop credible, consistent Manday cost factors, requirements, resource displays and program reports. Performs other duties as assigned.

ESSENTIAL FUNCTIONS

  • Provide the customer with direct support on fully burdened cost requirements for additional Manday related training
  • Develop, analyze and maintain MDEP TRCD for both Army Reserve (AR) and National Guard (NG), working with both COMPOs and HQDA to capture accurate requirements
  • Creates business intelligence tools to display and report historical manpower data
  • Familiarize OCAR and NGB Analysts with MRM capabilities
  • Compiles policy data and historical manpower data used in the preparation of Army Reserve programmatic and year of execution manpower cost factors
  • Interfaces with OCAR, USARC and Human Resources Command (HRC) entities to collect and process Manpower data
  • Conducts ad-hoc manpower analyses for Headquarters, Department of the Army (HQDA), Office of the Chief, Army Reserve (OCAR) and National Guard Bureau (NGB) Program Managers
  • Interfaces with HQDA (G3 TR) data to build a composite officer and enlisted rate to support manpower data usage

EDUCATION AND EXPERIENCE:

  • Four year degree (BA or BS) from an accredited university or college
  • 5 to 7 years related experience, Army Reserve background preferred
  • Reserve Component (RC) Personnel Appropriation programming experience preferred
  • DoD Planning, Programing, Budgeting, and Execution (PPBE) process and experience
  • Army HQDA/OCAR/NGB staff experience preferred
  • Secret clearance

KNOWLEDGE/SKILLS/ABILITIES:

  • Proficiency in MS Office Applications
  • Intermediate level MS Excel and MS Access required
  • Understand the basic tenets of manpower modeling
  • Understand the Defense Finance and Accounting System (DFAS)
  • Ability to perform mathematical computations
  • Working knowledge of Planning, Programming, Budget, and Execution (PPBE), Management Decision Packages (MDEP)s, Army Management Structure Code (AMSCO).
  • Working knowledge of business English, spelling, grammar and punctuation
  • Working knowledge of modern office practices, procedures, systems and equipment
  • Ability to formulate solutions to complex problems, apply technical analytic skills to military issues; conduct analysis, and communicate complex ideas in terms relevant to the audience
  • Ability to understand and interpret Army policies and procedures
  • Ability to communicate effectively both orally and in writing
  • Ability to maintain poise and courtesy under pressure; to handle sensitive and confidential matters with discretion and tact
  • Ability to organize and execute multiple assignments under specific time constraints with general instructions
  • Ability to operate standard office equipment and keyboards

  • Produce and defend credible Manday Cost Factors
  • Produce credible MRM TRCD data displays and reports
  • Provide accurate Manpower data to OCAR Senior Leadership
  • Perform research and data collection from multiple sources
  • Develop a keen sense of understanding the client’s needs in order to anticipate emerging programmatic and budget trends
