Job description

Provides a comprehensive program to ensure that the Department’s non-monetary assets are properly controlled, recorded, safeguarded, and that financial accountability is maintained. The Financial Management and Reporting Unit manages statewide operating & capital lease program; Lease Accounting System (LAS), the statewide real property Capital Assets program Fixed Asset Accounting and Control System (FAACS) and provides oversight for the statewide Department of Corrections (DOC) FAACS/LAS Administrators. Assists with effective and clear communication between management, budget staff, program staff and fiscal points of contact to ensure adequate evaluation, management, and control of all DOC financial resources through the development, execution, analyses and justification of agency operating plans, projections and on-going operations.

Adminiters, manages, maintains the statewide Fixed Asset Accounting Program & statewide Leased Accounting Program to ensure agency compliance and accountability with Department of Accounts (DOA) requirements to include compliance with Generally Accepted Accounting Principle (GAAP), GASB 34 and GASB 51.

This position has a significant impact on the Commonwealth's Capital Asset accounting systems. Position may have significant impact with potential to gain or lose public goodwill as the GAAP based Capital Assets financial information developed and submitted to the Department of Accounts for inclusion in the Comprehensive Annual Financial Report (CAFR) of the Commonwealth of Virginia is of sufficient materiality to influence the annual audit opinion rendered by the Auditor of Public Accounts. This can influence the bond rating of the Commonwealth. Support the formulation, evaluation and coordination of annual operating plans, periodic projections, and the year-end closeout process. Analyzes budget variances and makes recommendations to Manager for budget revisions.

Minimum Qualifications
Knowledge of generally accepted accounting principles (GAAP) as applied to governmental organizations and practices including fixed asset accounting. Knowledge of auditing standards, budget practices, and basic principles of public administration. Knowledge of the use of computer techniques in maintaining accounting records. Ability to read, interpret, apply, and evaluate compliance with federal, state & local laws, rules, and regulations. Ability to collect and analyze data, assemble, and prepare reports and statements covering accounting, legal and financial areas. Ability to interact with internal and external stakeholders and communicate effectively both orally and in writing. Ability to work independently and as a team member within existing guidelines, policies, and procedures and to serve as a resource to other staff members in areas of special expertise. Ability to exercise discretion and judgment when making recommendations as to capital asset questions. Knowledge of program budget planning, formulation, evaluation, and execution. Knowledge of principles and practices of public administration as demonstrated through experience or education. Basic knowledge of statistics and workload measures. Some knowledge of generally accepted accounting practices. Considerable skill in operating personal computers and software applications for use in research and analysis. Demonstrated ability to communicate effectively (orally and in writing).

Additional Considerations
Considerable experience in budget, economic or legislative analysis, financial planning or forecasting, development of financial systems or financial management; or an equivalent combination of financial experience and education which is not limited to accounting. Experience should include computer applications in analysis and database management.
