Summary:
Reporting to the Director-CJTP, the School Director-Police Academy will work independently to expand the Temple University Municipal Police Academy (PA Act 120) and to recruit, retain, and increase enrollment of students in that program. In addition, the individual will be responsible for budgeting, scheduling, and supervising part-time instructional staff and directing the Police Mandatory In-Service Training (PA Act 180) for current officers.
The incumbent will meet quarterly and present before the Municipal Police Officers' Education and Training (MPOETC), County Chiefs of Police associations, and other job fairs/career events. The individual will formulate measurable action plans for recruiting cadets for basic training academy and current officers for mandatory police in-service training programs through weekly contacts with Chiefs of Police, Executive Leadership and Command Staff of Police Departments, and law enforcement agencies.
The individual will regularly participate in planning activities and develop and present recommendations for program improvement to the Director-CJTP monthly, providing effective management counsel. The incumbent will produce an annual program evaluation report on activities, enrollments, and finances. In addition to maintaining compliance with PA Act 120 & PA Act 180 regulations, the individual will ensure adequate internal controls, e.g., the Student Conduct Code and the Temple Instructor Policy, are reviewed twice yearly.
The individual's complex duties will include the oversight of a wide variety of subject matter experts (i.e., emergency medical, defensive tactics, law, human relations, law enforcement, patrol operations, de-scalation/crisis intervention) daily and a year-round critiquing/coordinating their activities to produce balanced training classes that are similar in form and level appropriate for the students. The individual will meet and recruit prospective students twelve months per year and through weekly contacts with Chiefs of Police, Executive Leadership, and Command Staff of Police Departments.
The individual will communicate monthly with MPOETC Training Commission officials but at least eight to ten times yearly, including annual, on-site program audits.
Additionally, the incumbent will supervise instructors delivering police training classes and students in attendance twelve months per year, with daily contact. The individual will coordinate closely with Ambler Campus Administration, scheduling months in advance to request campus facilities and spaces to ensure the availability of classrooms, gymnasium, ammunition storage bunker, mat room, non-lethal training area, and various indoor/outdoor specialized training areas.
The individual will direct the proper security, maintenance, and disposition of specialized training equipment including, but not limited to, handcuffs and similar restraint devices, expandable batons, police radios, academy-owned firearms (pistols and long guns), various ammunition calibers, uniforms, body armor, patrol vehicles, and less-lethal force options such as pepper spray and electronic control devices (e.g., Tasers).
Working closely with the Financial Associate-CJTP, the individual's duties include formulating an annual operating budget (PA Act 120 and PA Act 180), monitoring budgets and expenditures monthly, preparing regular reports on revenue and expenses, and reviewing/approving bi-weekly payroll and travel expense reports. Further, the individual will be responsible for following departmental cash handling policies and assisting the Financial Associate-CJTP with the end of the year audit and reconciliation of accounts.
On an ongoing basis, the individual will direct and oversee academy curriculum development and any revisions/updates to ensure they are legally defensible and in compliance with MPOETC's standards and requirements. The individual will approve the final production of instructional support material, including videos, other media, lesson plans, instructor guides, and student handouts. The individual will maintain strict security for trainee and officers' records and testing materials.
The individual will review applications, evaluate professional experience/credentials, and interview prospective candidates for Instructor positions as needed. The incumbent will hire or make final recommendations for hire. The incumbent will supervise and mentor new Instructor hires, evaluating their teaching and the quality of their work. Additionally, the individual will monitor and complete an evaluation of each Temple Instructor, Guest Instructor (Chiefs of Police, Magisterial District Judges, District Attorneys), and subject matter expert at least once annually.
Perform other duties as assigned.
Required Education and Experience:
Bachelor's degree in criminal justice, Public Administration, or Education or related field required. A minimum of three (3) or more years directly related, demonstrated position-relevant experience required. An equivalent combination of education and experience may be considered.
*The incumbent must meet the minimum standards set forth by Pennsylvania's Municipal Police Officers' Education and Training Commission (MPOETC) per 37 Pa. Code § 203.37 Minimum standards for School Directors. The incumbent must meet at least one standard set forth in section (1) and at least one standard set forth in section (2).
(1) School directors shall satisfy one of the following requirements:
*Possess an associate's or higher degree in criminal justice, public administration, education or related field.
*Be a graduate of one of the following:
*The Federal Bureau of Investigation National Academy.
*The Southern Police Institute Administrative Officers Course.
*The Law Enforcement Instructor Training Course of the Federal Law Enforcement Training Center.
*The Northwestern University Staff and Command School.
*Other law enforcement training program approved by the Commission.
(2) School directors shall satisfy one of the following minimum professional experience requirements:
*Ten years in law enforcement, including 5 years at an administrative level.
* Fifteen years increasingly responsible full-time experience as a Federal, State or municipal police officer with general police powers.
(3) School directors shall be free of convictions for a disqualifying criminal offense.
(4) School directors shall possess at least 2 years experience as a police or adult education instructor.
* Professional certifications are required:
*Municipal Police Officers' Basic Training Academy
* Municipal Police Officers' Training Instructor (MPI), and either an acceptable Instructor Development Course (copy of certificate required) or a teaching certificate issued by the Department of Education (copy of certificate required) or have full-time employment with academic rank at an accredited college or university (must document).
*The incumbent must be able to be certified as a "School Director" by the Municipal Police Officers' Education and Training Commission based on the minimum standards outlined above.
Required Skills and Abilities:
*Ability to attract and retain civilians/officers for enrollment into the Basic Police Acadamy and In-Service Training Programs.
*Excellent verbal skills are essential for oral presentations and meetings with chiefs of police, state agency and commission personnel, and university administrators.
*Excellent written skills are necessary for progress reports and developing outreach programs. Excellent meeting facilitation skills are necessary to build interpersonal networks with Temple staff and governmental agencies.
*Ability to manage multiple concurrent tasks while meeting instructional and project deadlines and working within budgets.
*Understanding and ability to work within an academic environment (university and an academic department) while addressing the specific needs and tasks of the unit.
*Ability to relate to faculty and administration, share research and resources, support academic endeavors, and create opportunities for learning for students.
*Commitment to core institutional values, including developing others, accountability, teamwork, collaboration, change leadership, respecting/valuing diversity, and ethics.
*Must be familiar with a wide range of law enforcement training equipment, including handcuffs and similar restraint devices, ammunition calibers, uniforms, police/patrol vehicles, less-than-lethal force options such as pepper spray, firearms, batons, and law enforcement communications technology.
*Demonstrated experience with developing and implementing program training is necessary.
*Demonstrated experience supervising others is required.
*Demonstrated experience with policy writing and development is required.
*Must be proficient in using Word, Excel, PowerPoint software, etc., and/or equivalent word processing/office management support software and financial tracking software. Public speaking skills, writing skills, and meeting facilitation skills are necessary. Knowledge of the criminal justice system and significant experience as a classroom instructor providing college or professional/adult instruction is necessary.
*Excellent public speaking skills for presenting oral reports and meetings with groups, commissions, and agencies are required.
*Excellent written skills for project reports and curriculum development tasks are necessary.
*Knowledge of the criminal justice system and significant experience as a classroom instructor providing college or professional/adult instruction is necessary.
Preferred:
*Master's Degree.
*Experience with budgets.
*Experience with conducting training audits.
*Experience with accreditation.
*Experience with Canvas or a similar Learning Management System.
