Under general direction the Sanitation District Planner Scheduler Manager plans, directs, organizes, and evaluates the work of staff performing planning and scheduling of maintenance activities and projects for wastewater collection and/or treatment plant systems. Incumbents review and approve work orders for completion and provide proactive and professional leadership to assigned staff and teams.Knowledge of
  • Management principles, trends, and best practices to include staff training, motivation, and mentoring
  • Standard computer operations and designated software utilized for tracking, documentation, planning and scheduling purposes
  • Operations and maintenance of District's wastewater collection and/or treatment plant systems
  • Procurement policies, practices, and procedures to include appropriate bidding processes for public agencies
  • Principles and practices of safety management and safe working processes
  • Principles of estimating costs and expenditures and monitoring budgets
  • Supervisory practices to include staff planning, utilization, scheduling, and career development
  • Applicable federal, state and local regulations, laws, and guidelines related to wastewater collection and/or treatment plant systems and operations
Ability to
  • Understand, interpret and apply applicable department and district policies, procedures, and operational standards related to wastewater collection and/or treatment systems maintenance and operations
  • Utilize a designated and specialized maintenance tracking, planning and scheduling software system(s)
  • Understand, interpret, and follow both oral and written directions in an effective manner
  • Operate a computer and designated software utilized to record data, prepare reports, and perform a variety of research and information collection
  • Understand and interpret designated computer maintenance program printouts and input to determine the most appropriate and cost effective course of action
  • Plan, manage, and evaluate a variety of complex jobs and projects including the utilization of personnel, materials, and equipment
  • Evaluate, train, and manage the work of others in a proactive and positive manner
  • Develop, monitor and control assigned budget in a cost effective manner
  • Communicate clearly, concisely and courteously with co-workers, other employees, vendors, and the general public in both oral and written forms
  • Work with diverse individuals and groups in a tactful and positive manner to accomplish mutually agreed to goals and objectives
  • Perform mathematical calculations to include addition, subtraction, multiplication, and division in an accurate manner
  • Establish and maintain effective working relationships with those contacted in the performance of required duties
Minimum Qualifications
Either:
Pattern #1. Two years of experience employed by the County of Sacramento in the class of Planner Scheduler III.
Or:
Pattern #2. Three years of experience employed by the County of Sacramento in a management class managing mechanical maintenance, underground pipeline construction and maintenance, highway maintenance, airfield maintenance, stormwater utility, water distribution, water treatment, or wastewater treatment work.
Or:
Pattern #3. Three years of experience in an industrial, construction, or governmental setting working as a manager in a Planner Scheduler section.
Or:
Pattern #4. A Bachelor's Degree from an accredited college or university in Engineering, Business Administration, Construction Management, Project Management, or other field closely related to the intent of the class and either (1) One year of experience in an industrial, construction, or governmental setting working as a manager in a Planner Scheduler section or (2) Two years of experience in an industrial, construction, or governmental setting supervising Planner Scheduler work or (3) Three years of experience supervising employees performing work related to the repair, maintenance, inspection, cleaning, construction, and/or operation of underground pipeline systems and lift stations or wastewater treatment plant systems.
Or:
Pattern #5. Certification in Project Management that is recognized by the Project Management Institute or other accredited institution and either (1) Two years of experience in an industrial, construction, or governmental setting working as a manager in a Planner Scheduler section or (2) Three years of experience in an industrial, construction, or governmental setting supervising Planner Scheduler work or (3) Four years of experience supervising employees performing work related to the repair, maintenance, inspection, cleaning, construction, and/or operation of underground pipeline systems and lift stations or wastewater treatment plant systems.
Note: The word "experience" referenced in the minimum qualifications means full-time paid experience unless the job announcement states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

Special Requirements
Driver's License: A valid California Driver License, Class C or higher, may be required at the time of appointment. Failure to maintain the appropriate California Driver License may constitute cause for personnel action in accordance with Civil Service Rule 11.4. Individuals who do not meet this requirement due to disability will be reviewed on a case by case basis.
Physical Abilities:Positions in this class require the incumbent to be able to:
  • Sit for periods up to one hour while driving to work sites
  • When inspecting work sites, planning work to be performed or reviewing completed work, discussing plans and specifications with contractors, etc.;
    • Climb, stoop, kneel, crouch, and reach by extending hands and arms in any direction
    • Lift and/or carry objects weighing an average of 20 lbs. to a maximum of 50 lbs
    • Occasionally push and pull objects weighing an average of 20 lbs to a maximum of 50 lbs
Individuals who do not meet these physical requirements due to disability will be reviewed on a case by case basis.
Working Conditions:While most work will be in an office setting, visits to worksites will require the incumbent to occasionally:
  • Work outside and subject to temperatures rarely under 32 degrees or over 100 degrees
  • Work in a noisy environment
  • Work around moving objects, vehicles, and machinery with moving parts
Probationary Period
The probationary period for this classification is twelve (12) months.

FORMULA RATE EXAMINATION (Weighted 100%)

All candidates meeting the minimum qualifications by the cut-off date will have their Supplemental Questionnaire scored in the Formula Rate Examination.

This examination will evaluate the relevance, level, recency, progression and quality of candidate's education, training and experience. The candidate's application or other materials will not be included in this examination. Therefore, the candidate's responses to the supplemental questionnaire should be thorough, detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.

All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their governmentjobs.com inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
