The Secretary of State's (SOS) office leads a committed staff of almost 600 employees and is recruiting to fill a permanent, full-time Staff Services Manager I (SSM I) in the Safety and Wellness Section (SWS) of the Human Resources Bureau. Under general direction of the Assistant Personnel Officer (SSM II), the SSM I acts as the Equal Employment Opportunity (EEO) Officer and Health and Safety (H&S) Officer in a high profile section and is responsible for providing leadership to achieve the effective supervision and administration of services, policies and practices. The SSM I monitors, organizes, and assists with daily administrative functions; supports the agency's human resources programs as they apply to employee relations and is instrumental in strategic goals to drive the design and implementation of practices to ensure work structure and operational insight aligns with control agency laws, rules, and regulations. This position will offer a level of hybrid schedule but will require the incumbent to report to the office.
The SSM I is responsible for supervising, planning, and directing the analytical and technical activities of staff performing a variety of complex administrative functions and services for personnel programs within the SWS, including EEO; Health and Safety; Wellness; Injury and Illness Prevention Program; Reasonable Accommodation and Workers' Compensation activities. The incumbent serves as the SOS key advisor on issues pertaining to EEO to ensure a proactive approach to the maintenance of a discrimination-free work environment; functions as liaison between the Secretary and internal or external advocacy organizations concerned with EEO issues; advises on discrimination related employee complaints/grievances and other EEO and reasonable accommodation matters in compliance. The incumbent also acts as the H&S Officer, oversees the departmental Evacuation/Emergency Plan and guides the Emergency Evacuation Team Coordinator who leads and partners with the Emergency Evacuation Team volunteers to meet program objectives. Reviews Ergonomic assessment recommendations and approves adjustments to be made and equipment to be purchased for the employee's workstation. Manages the Wellness Program to promote departmental wellness by educating Agency staff using state resources such as the Employee Assistance Program, Healthier U, and LifeCare and coordinates year-round events, workshops, and presentations including but not limited to the annual Health and Wellness Fair. Manages the Worker's Compensation (WC) Program for the SOS which includes keeping the Personnel Officer and Assistant Personnel Officer apprised of new and continuing cases and the effects those cases have on the SOS' overall W/C policy rates.
