Minimum Salary Ranges start at $47,437 (Specialist I); $54,901 (Specialist II); $63,503 (Senior Specialist) - Depending on qualifications (DOQ)

Under general direction, plans, conducts, and evaluates safety programs for San Joaquin Regional Transit District (RTD) bus operators and employees within the Safety Management System; assists in investigating, researching, and coordinating timely resolution of claims for personal injury and damage to RTD property; maintains RTD employee training files to ensure compliance with Department of Motor Vehicles (DMV) and California Highway Patrol (CHP) regulations; administers employee benefit plans; participates in planning for the accommodation of ill or injured employees in accordance with the Americans with Disabilities Act (ADA); and performs related duties as assigned.
Safety and Security Specialist Iis the entry-level class in the professional Safety and Security professional class series. Under close supervision, the incumbent learns to perform the more routine, assignments in one or more Safety and Security programs. As experience is gained, duties are performed independently under general supervision. An incumbent is expected to carry out their responsibilities with initiative and creativity, exercising sound professional judgment and problem­ solving skills.
Safety and Security Specialist II is the journey-level class in the professional Safety and Security class series. Under general supervision, the incumbent independently performs the full range of essential duties described for the class in one or more assigned functional areas of Safety and Security responsibility. The incumbent provides professional advice and counsel to RTD managers, supervisors and employees. An incumbent in this class performs their responsibilities with a significant degree of independence and application of professional experience and judgment.
Safety and SecuritySenior Specialist is the advanced journey-level class in the professional Safety and Security class series. Under minimal supervision, the incumbent independently performs the most difficult and highly responsible activities within the Safety Management System. Successful performance of the work requires the use of sound, independent judgment and initiative, with considerable latitude for action within policy guidelines and agreed-upon priorities. An incumbent is expected to exercise initiative and judgment in carrying highly detailed issues through to completion. Incumbent may provide lead work guidance and direction or project management oversight to a small number of other professional or technical staff, but do not have full supervisory responsibility.
Successful candidates may be hired at either the Specialist I, Specialist II, or Senior Specialist, level depending on experience/qualifications.

  1. Implements RTD's Safety Management System Program to ensure compliance with all state and federal laws and requirements; follows all RTD procedures regarding hazardous waste and health and safety procedures.
  2. Assists in conducting accident investigations with the accident review committee; maintains accident files and records; makes accident chargeability assessments.
  3. Assists in investigating and resolving a wide diversity of claims filed against RTD; reviews claims forms for completeness and sends to outside claims representatives and legal staff for further review and advice; meets with RTD's legal team and insurance brokers to discuss claims against RTD; assists in producing documents, gathering all evidence, and properly maintaining required chain of custody; maintains claims database to track claims activity; creates, audits and maintains all property damage and bodily injury claims records; answers questions from employees and the public regarding RTD claims process; coordinates settlement procedures; prepares correspondence to claimants based on legal recommendation; schedules meetings with RTD management, staff, claims staff, and RTD's legal team; appears as custodian of records in small claims court cases; updates and maintains statistical reporting of claims and accidents.
  4. Assists in administering RTD's workers' compensation investigations.
  5. Assists with all external audits with the DMV and CHP; maintains employee training files according to DMV and CHP regulations; prepares DMV forms; creates and maintains operator files, log books, medical records, and Verification of Transit Training (VTT) certificates; reviews DMV pull-notice program and reports findings; prepares informational and statistical reports.
  6. At the specialist or Senior Specialist level, the incumbent may serve as liaison with RTD's legal team, staff, insurance brokers, and others to monitor, gather relevant data, and resolve or settle claims filed by or against RTD.
  7. Conducts new employee mandated safety trainings.
  8. Maintains training programs files, including student records, evaluations, and performance standards.
  9. Conducts building safety assessments as needed.
  10. Coordinates meetings and arranges special events; participates on special projects as assigned.
  11. At the Senior Specialist level, may act for the Safety and Risk Manager in that individual's absence.
  12. Performs other incidental and related duties as required and assigned.
Knowledge of:
  1. RTD's Safety Management System.
  2. Comprehensive agency-wide safety programs.
  3. Local, state and federal laws and regulations applicable to the safe operation and maintenance of a bus fleet.
  4. Methods and techniques in conducting field investigations of Safety and environmental hazards.
  5. Research methods and data analysis techniques.
  6. Principles and practices of public administration, including the maintenance of public records.
  7. Practices, procedures, and standards applicable to management, administration, analysis, resolution, settlement, and litigation of claims.
  8. Insurance statutes, regulations, and practices, general lines of insurance, insurance underwriting practices, and insurance contract language.
  9. Property, casualty, auto, and liability insurance industry trends and practices.
  10. State and federal law governing municipal government liability, including Tort Claims Act governing public bodies, Unfair Claims Practices Act, and comparative negligence laws.
  11. RTD requirements and procedures for the acceptance, settlement, and payment of general liability claims.
  12. Office practices and procedures commonly used in managing and administering claims and claim files.
  13. Principles and practices of public administration, including purchasing and maintenance of public records.
  14. Methods and techniques for conducting statistical and financial analyses.
  15. Basic benefit program principles and practices, including claims processing, benefits reporting, and insurance or benefit plan recordkeeping.
  16. Standard employee benefit plans, coverage, and insurance recordkeeping requirements.
  17. Principles and practices of sound business communication.

Ability to:
  1. Obtain required safety certifications within two (2) years of employment.
  2. Analyze operational and safety issues and problems, evaluate alternatives, and recommend effective alternatives and courses of action.
  3. Understand, interpret, explain, and apply state and federal laws governing safe operation and maintenance of a bus fleet and the investigation and adjudication of accidents and injuries.
  4. Interpret RTD personnel policies and procedures and applicable local, state and federal legislation.
  5. Interpret insurance contract language and analyze insurance policy provisions.
  6. Conduct research of loss prevention and control issues, evaluate alternatives, and reach sound conclusions and recommendations for improvement.
  7. Understand, interpret, and explain and apply complex rules, regulation, policies, and procedures.
  8. Understand, interpret, and apply and explain complex insurance and benefit plan rules, regulations, policies, and procedures.
  9. Organize and maintain office and specialized claims files.
  10. Analyze complex confidential problems, evaluate alternatives, and make sound, appropriate recommendations.
  11. Interpret RTD personnel policies and procedures and applicable local, state, and federal legislation.
  12. Operate a computer using word processing and other business software to complete assignments and develop presentation and instructional materials.
  13. Organize and maintain office and specialized confidential files and records.
  14. Communicate clearly and effectively, orally and in writing.
  15. Understand and follow oral and written instructions.
  16. Prepare clear, concise, and comprehensive correspondence, reports, studies, and other written materials.
  17. Exercise sound, expert independent judgment within general policy guidelines.
  18. Exercise tact, discretion, and diplomacy in dealing with sensitive, complex, and confidential personnel issues and employee situations.
  19. Establish and maintain effective customer-focused working relationships with all levels of RTD management, employees, employee organizations and their representatives, other governmental officials, community groups, and the public.
  20. Occasionally work irregular hours, weekends, and holidays.

Education, Training and Experience:
A typical way of obtaining the knowledge, skills, and abilities outlined above is:
Safety and Security Specialist I:
Graduation from an accredited two-year or four-year college or university with major coursework in public or business administration, legal studies, law enforcement, engineering, or a closely related field; and experience assisting in the administration of general liability or similar claims or Safety and risk management experience; or an equivalent combination of training and experience. One (1) additional year of the required experience may be substituted for each year (30 semester hours) of the required education.
Safety and Security Specialist II:
Graduation from an accredited four-year college or university with major coursework in public or business administration, legal studies, law enforcement, engineering, or a closely related field; and three to five years of progressively responsible experience assisting in the administration of general liability or similar claims or Safety and risk management experience, at least two of which were at the level of Safety and Security Specialist I; or an equivalent combination of training and experience. One (1) additional year of the required experience may be substituted for each year (30 semester hours) of the required education.
Safety and SecuritySenior Specialist:
Graduation from an accredited four-year college or university with major coursework in public or business administration, legal studies, law enforcement, engineering, or a closely related field; and five to seven years of progressively responsible experience assisting in the administration of general liability or similar claims or Safety and risk management experience, at least two of which were at the level of Safety and Security Specialist II; or an equivalent combination of training and experience.   • A valid California Class C driver's license.
  • Possession of the Associate in Risk Management (ARM) and/or Chartered Property and Casualty Underwriter (CPCU) designation is preferred.
  • Transit Safety & Security Professional is preferred.
  • Experience in a public transit agency or governmental setting is preferred.
  • Ability to obtain required safety certifications within two (2) years of employment.
