This position manages environmental health and safety, emergency preparedness, and hazardous materials and waste in an industrial setting at Public Works Wastewater Division (WW). WW serves Eugene, Springfield, and unincorporated areas that includes the sewage treatment plant, Renewal Natural Gas Plant, 52 pump and lift stations, Biosolids Management Facility, and the poplar farm. WW provides critical infrastructure support to the communities it serves and business continuity is of highest priority. WW contains high risk hazards, including maintenance of high voltage, 300+ permit required confined spaces, high pressure explosive gas, low pressure explosive gas, and large quantities of hazardous chemicals. The Safety and Emergency Manager works with employees at all levels of the organization, MWMC, City of Springfield, other Public Works Divisions and City departments, Lane County, and State officials.
Additionally, this position is responsible for responding during Public Works-involved emergency events, and may be on-call during the duration of the emergency response.

This position provides program management for environmental health and safety, emergency preparedness, response and recovery, and hazardous materials and waste management, preventing illness and injury (for employees and the public) as well as compliance with local, state and federal requirements in a high risk hazardous industrial setting that provides critical infrastructure for the community it serve.
Major duties include program planning and coordination, program evaluation/continuous improvement, policy and procedure development, training and testing, inspections, hazard identification and analysis, safety consultation, and influencing the safety culture.
Implement and monitor policies and procedure and training that protects public health and the environment from explosive gases, hazardous chemicals and raw sewage.
Develops, coordinates, implements and evaluates safety programs, policies and procedures in accordance with local, State, and Federal regulations, such as Oregon OSHA regulations with an emphasis on continuous improvement and implementation of best management practices.
High risk programs include permit required confined space entry, work on equipment that contains explosive gas, work on or around high voltage equipment, lockout tagout, fall protection, etc.
Acts as the agency management representative during on-site safety inspections and audits as required by Oregon OSHA, Fire Marshal or other enforcement/compliance agencies.
Leads process for review of accidents, injuries, incidents, near misses, and minor injuries.
Conduct accident/near miss investigations, identify preventive action and monitor implementation of preventive and corrective actions. Ensure complete and thorough accident investigation in a timely manner, accurate recording of the details, and implementation of corrective action for work-related injuries and illnesses. Identifies trends and implement preventive/corrective action.
Performs research and analyzes technical information to ensure adequacy of safety related functions and programs; manages and directs complex special projects and programs that involve research, analysis, recommendations, and reports in regard to employee safety, with an eye toward best management practices.
Enforces correction of unsafe work practices or operations when observed; reports potential hazards, safety violations and unsafe work conditions to supervisor as needed; provides additional follow-up to Division Director as needed.
Chair the Safety Committee, create agendas and assign and assist with quarterly safety inspections. Ensure corrective and preventive actions are implemented in a timely manner.
Develops, coordinates and implements a variety of safety or emergency management related training such as required trainings, job specific safety training and new procedure or policy training. Monitors training requirements for compliance with required training. Work with the Training Coordinator to ensure training records are accurate.
Ensure necessary records or reports are prepared and maintained according to established federal, state, and local environmental and safety regulations.
Manage hazardous materials and waste in accordance with local, state, and federal regulations. Maintain the hazardous materials permit, ensure proper disposal of hazardous waste, and conduct hazard surveillance reporting to the State Fire Marshall. Manage the Special Waste Permit with Lane County.
Responsible for identifying chemical hazards and hazardous workplace conditions. Verify Safety Data Sheets for all chemical hazards are accessible to employees. Take corrective action to eliminate, contain, or minimize the hazards, or coordinate the removal of physical, biological, and chemical hazards.
Involved in the design and development of facilities, work areas, and work procedures, and make environmental health and safety recommendations accordingly.
Able to interpret regulations and conduct risk assessments and recommend best practices.
Provide excellent customer service via phone, email, and in person as appropriate for the task.
Manage emergency preparedness efforts, emergency response activities, emergency planning and testing of emergency management efforts through drills and exercises.
Develop after action reports and monitor implementation of identified corrective actions.
May act as Safety Officer or other Incident Command System (ICS) role during emergency response and recovery activities within an Incident Command System. May consult or advise command staff as needed. This position is responsible for responding during WW-involved emergency events as needed and may be on-call during the duration of the emergency response.
Develop an emergency operations center. Identify and acquire needed emergency supplies and work with Stores to manage the supplies.
Participate in COE Emergency Preparedness Committees.
Actively supports and respects diversity in the workplace and foster an inclusive culture. May direct work of or assign work to staff.
Performs other duties as assigned.
Qualifications

A typical way to obtain the knowledge and abilities would be:
Experience
Two years of professional experience in program administration, preferably in the public sector. Some supervisory experience preferred.
Training
Equivalent to a Bachelor's degree from an accredited college or university in the assigned program area, with preference for major coursework in Occupational Safety and Health, or Risk Management.
License or Certificate
A valid Oregon driver's license or, the ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

Developing effective working relationships with staff, City departments, and other agencies.
Needs to be resourceful and collaborative; able to listen, form trusting relationships and maintain confidentiality; and provide meaningful feedback to staff at all levels.
An ideal candidate will also bring curiosity, good time management, problem-solving skills, and a team focused approach.
Knowledge of, or ability to learn:
Federal, State, and OSHA rules, regulations, and procedures pertaining to Safety and hazardous materials and waste.
Principles, practices, trends and theories of employee Safety and risk management as they apply to wastewater operations, renewable natural gas plant, and farming (poplar farm).
Industrial hygiene includes ergonomics, chemical, physical and biological elements and associated sampling techniques and appropriate remedies.
Current trends, best management practices and changing requirements governing safety in the workplace. Program development and administration including ongoing evaluation and analysis.
Principles and methods of instructional design and development of learning objectives. Investigative techniques, research methodologies, and operations analysis.
National Incident Management System (NIMS) and the Incident Command System (ICS).
