This position oversees the development, implementation and Compliance of the Public Works Department’s safety programs. The Safety and Compliance Specialist works with supervisors and staff of the various divisions and departments to develop the Department’s Safety and training programs and monitor compliance. The Safety and Compliance Specialist will also work in coordination with the Town’s Risk Manager on overall goals and objectives of the Town’s overall safety program. The Safety and Compliance Specialist works with managers and employees at all levels to identify and find the best ways to mitigate risk.
Duties and Responsibilities:
1. Maintains department safety records, including completed safety training, safety committee meeting notes, staff safety meeting attendance and topics and work-related injuries & illnesses statistics.
2. Conducts and administers Safety and other training within Public Works and, when necessary, in conjunction with the Risk Manager. Manages the online Safety Data Sheets (SDS) program.
3. Ensures integrity of the safety program by periodically reviewing various aspects of the program to ensure compliance with all town/department policies and relevant laws and regulations; ensures that all certifications are current and updated as needed; coordinates and implements department safety training.
4. Administers the town's safety program within the Department of Public Works (DPW). Serves as chair of the DPW Safety Committee, reviewing all accidents and incidents; making recommendations for mitigation and discipline; conducts site/spot inspections as necessary; conducts safety training; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; informs employees of established safety procedures; and advises of necessary actions to correct deviations. Develops applicable workplace safety policies, procedures, and processes for the department based upon Town policies, procedures, and processes, as applicable.
5. Conducts or provides safety training to DPW in areas such as: Work Zone Traffic Safety, Driver Training, Flagger Training, CPR, First Aid, and all sections of OSHA, Environmental Protection Agency, DEQ, and NFPA laws and regulations. Such training could include classroom lectures, demonstrations, hands-on instruction, and tailgate seminars.
6. Serves as department’s point of contact with Risk Manager for injuries, accidents, and other incidents.
7. Performs administrative functions, including but not limited to: reviewing various reports, properly handling of incoming and outgoing correspondence, collecting and analyzing information; assisting with customer interaction, and supervising preparation for various meetings.
8. Develops and implements internal safety rules, policies, and guidelines; prepares safety manuals, training outlines, job hazard analysis, and guides; conducts research for up-to-date information; conducts new hire orientations.
9. Assists as needed, and/or as a backup to coordinate public works crews for emergency, recreational and special events; prioritizing and distributing division work requests; analyzing crew work sheets; preparing and prioritizing billing estimates invoices (chargebacks).
10. Performs other duties as required or assigned.
- High school diploma or GED required
- Supplemented by a minimum of three years’ experience or training/education in industrial safety
- Possession of Flagger certification or the ability to obtain within six months of employment
- Valid driver’s license with acceptable record
- OSHA 10-hour certification required
- Current OSHA 30-hour certification or ability to obtain within 9 months FEMA Incident Management (NIMS) Certifications preferred
- Certification through Board of Certified Safety Professionals (BCSP) desirable
