The Human Resources Division at the Railroad Commission of Texas is growing! We are looking for an experienced HR professional to join our team as an Assistant HR Manager. In this role, you will enhance our processes, provide motivational leadership, and foster a positive and productive environment. This position will be a key member of the HR management team.

Job Description

The Assistant HR Manager performs highly complex (senior-level) human resources management work, which involves employee relations, workforce planning, and administration of compliance programs related to human resources. Work involves establishing goals and objectives, developing guidelines, procedures, and policies, evaluating business functions and department activities, and evaluating and monitoring budget expenditures. In addition, the Assistant HR Manager will serve as a consultant to both employees and management teams and will align best HR practices to agency goals. This position will report to the Director of Human Resources, act on behalf of the director when required, manage the recruiting team, and work under minimal supervision with extensive latitude in the use of initiative and independent judgment.

Essential Job Duties

1. Assists HR Director with developing agency policies, procedures, standards, and manuals, and planning HR activities per HR objectives and goals.

2. Work closely with senior leaders and managers to provide expertise and hands-on HR support.

3. Manage, recommend, and implement remedies on complex employee relations issues working closely with the Director of HR, and legal as appropriate.

4. Leads the implementation and ongoing management of complex HR initiatives.

5. Train other HR staff members on HR processes and procedures.

6. Conduct thorough and objective investigations as needed, assess risk, and determine the appropriate course of action, working closely with the HR Director and legal as appropriate.

7. Proactively identify and assess potential legal risks and act to ensure compliance. Partner with legal division as needed.

8. Provide performance management guidance to management for coaching, counseling, career development, and disciplinary actions.

9. Act as a resource to employees when needed providing guidance on and interpreting agency policy as well as assuring that employee perspectives are heard and considered.

10. Identify training needs and provide in-person and virtual training to employees and managers on HR policies and procedures.

11. Manage the recruiting team including establishing goals and priorities and monitoring performance.

12. Oversee recruiting efforts including participation in career fairs and explore additional recruiting efforts for hard-to-fill positions.

13. Ensure consistency with recruiting efforts, implement best practices, and improve recruiting tools for hiring managers.

14. Plan and develop a recruiting budget, monitor budget expenditures, and adjust as necessary.

15. Track and analyze recruiting and HR metrics; provide monthly reports to management.

16. Assist, guide, recommend and interpret state and federal HR-related laws, regulations, and internal policies to RRC staff regarding all human resources matters.

17. Provide input and recommendations for recruiting and HR best practices, compliance, and operating efficiencies.

18. Monitor and determine the effectiveness of human resources and administrative management programs and recommends solutions to problems.

19. Maintains strict confidentiality.

20. Performs other duties as assigned to maintain workflow.

Qualifications


Minimum Qualifications

1. Bachelor’s degree or higher from an accredited four-year college or university.

2. Progressive HR experience with experience in a senior-level HR position or HR Manager role.

3. Experience in creating, analyzing, and reporting HR metrics.

4. Knowledge and proficient use of Microsoft Outlook, Word, Excel, and PowerPoint.

5. Knowledge and proficient use of an HRIS system.

6. Demonstrated experience in the implementation of HR initiatives.

7. Demonstrated experience and education may be substituted for each other on a year-for-year basis.

Preferred Qualifications

1. Knowledge of recruiting practices.

2. SHRM-CP or HRCI-PHR credentials.

3. Experience working for a Texas state agency.

4. Experience in providing hands-on HR support for a dispersed employee population.

5. Experience using the Centralized Accounting and Payroll/Personnel System (CAPPS) used by state agencies.

1. Knowledge of the principles and practices of human resources management, including programs such as employment, compensation, employee relations, payroll, state classification, and job evaluation and analysis.

2. Knowledge of recruiting practices and procedures.

5. Knowledge of Labor Law.

6. Knowledge of organizational development principles and/or adult learning techniques.

7. Skill in job evaluation and analysis.

9. Skill in handling multiple tasks and prioritizing workload.

10. Skill in problem solving, decision making, active listening, and critical thinking.

11. Skill in communicating effectively, both verbally and in writing.

13. Skill in providing excellent customer service.

14. Ability to work in the Austin office daily.

15. Ability to champion the goals and strategic communication of the Human Resources Division.

16. Ability to learn HRIS software and serve as a subject matter expert.

17. Ability to speak publicly to small and large groups.

18. Ability to explain policies and procedures to internal staff.

19. Ability to plan, organize, and coordinate programs and activities relating to the HR function.

20. Ability to maintain strict confidentiality of information and documents.

21. Ability to work independently and as a member of a team.

22. Ability to maintain professionalism and communicate with tact and diplomacy in all situations.

Miscellaneous Requirements

Ability to work Monday-Friday in the Austin office. This is an in-office position. Occasional flexible hours, overtime, and weekends are required. Occasional overnight travel may be required.

Work Environment:

Primarily indoors with heating and cooling regulated in a general office environment. The noise level in the work environment is generally low.

Ability to reach high and low; open, close and retrieve files from file cabinets as well as operate a computer keyboard and appropriate office equipment. The position requires the ability to frequently stand, walk, sit, or stand for long periods of time, lift up to 30 lbs., open filing cabinets and bend or stand on a stool as necessary.

Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency’s approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
