Summary: This position is responsible for monitoring, analyzing, and escalating issues and concerns related to compliance, fraud prevention, and risk management activities to mitigate exposure to potentially fraudulent activities, ensure credit union compliance, and serve as the credit union’s audit gatekeeper.
Essential Duties and Responsibilities: Additional functions and requirements may be assigned by supervisors as deemed appropriate.
· Develop, maintain, and lead risk analysis for assigned projects and initiatives related to compliance improvements, remediation, risk mitigation, and design/build of new compliance processes.
· Responsible for monitoring, analyzing, and escalating issues and concerns related to BSA, AML, OFAC, and the USA Patriot Act components of the credit union’s BSA Program while utilizing sound and current compliance industry standards and practices.
· May assist in developing new and/or updated policies and procedures related to BSA, AML, OFAC, and the USA Patriot Act credit union.
· Play a vital role as a liaison with team members throughout the credit union and with Learning and Development related to BSA, AML, OFAC, and the USA Patriot Act training, compliance, and practices.
· Under the guidance of the RCM, carry out compliance monitoring, internal controls risk assessments, and an internal control testing program, ensuring that adequate processes, procedures, and internal controls promote an effective compliance control environment.
· Perform scheduled and periodic testing of overall business processes and controls for implementing and managing the credit union’s products and services, including geographic considerations to identify compliance gaps and potential risk exposure.
· Analyze and evaluate compliance risks and recommend changes to policies, procedures, and processes to ensure risk-based and appropriate controls are instigated and maintained reasonably.
· Communicate and escalate (as assigned) identified BSA, AML, OFAC, and USA Patriot Act operational concerns to the appropriate management level.
· Partner with business units and leadership to develop departmental policy and procedures, including BSA, AML, OFAC, and USA Patriot Act compliance findings identified in risk assessments, internal audits, and/or regulatory examinations.
· Perform testing of moderate to complex components of assigned engagements within the Financial Crimes Compliance Monitoring Program and/or Annual Test Plan
· Implement, manage, and track Foothill’s audits, compliance, and risk assessments in partnership with the risk and compliance manager.
· Maintain an up-to-date master compliance audit follow-up log for outstanding related audit items.
· Perform daily activities in assigned functional areas, prioritize, complete multiple activities, and resolve problems as they arise.
· Maintain up-to-date knowledge of credit union policies, procedures, and industry best practices.
· Conduct internal audits and ongoing reviews of the credit union’s controls, operating procedures, and compliance with policies, procedures, and regulations.
· Perform analysis of suspicious activity and make appropriate recommendations.
· Exercise independent judgment in identifying issues and assessing risk; articulate control deficiencies clearly and concisely to management.
· Assists with or performs special investigations or audits as assigned.
· Maintain appropriate levels of confidentiality.
· Performs other duties as assigned or requested.

· Must have advanced knowledge and experience with Windows, Word, Excel, and other computer applications.

· A valid California Class C Driver’s License, a method of transportation when needed to carry out job-related essential functions, and at least minimum automobile insurance coverage as required by the State of California
Requirements:Experience/Education Requirements:
· Bachelor’s degree in business administration, Criminal Justice, or related field; or equivalent combined education and work experience of a minimum of four (4) years of work-related experience
· Minimum of three (3) years of experience in a related regulatory compliance position
· Minimum of three (3) years of experience in a BSA-specific role and/or regulatory reporting at a financial institution or credit union is preferred.
· BSA Testing or audit experience preferred.
· Working knowledge of credit union/banking operations and government regulations
Desirable certifications in the following areas:
A credit union compliance expert of a similar designation is preferred.
