Circular Action Alliance (CAA), a 501(c)3, is poised to be a leader in changing how packaging is designed, responsibly managed and given a second life in a circular economy. CAA became the first U.S. Producer Responsibility Organization (PRO) for paper and packaging in 2023, and in less than a year was selected by California, Colorado and Maryland to represent producers and meet the requirements of their laws. The organization is poised to deliver best-in-class compliance services, scale innovation, and build systems that help both companies and consumers waste less and recycle more in these states, and in other states that have passed or will pass EPR laws in the future.

Working with CAA presents an opportunity to be on the front edge of recycling system innovations that will have a meaningful and lasting impact. As a member of the CAA team, you will support the organization’s mission-driven work with our 20 Founding Members who are leaders in the food, beverage, consumer goods, and retail industries; companies (“producers”) whose packaging will be managed under these new laws; and a diverse array of stakeholders whose collaboration will be critical to delivering on the requirements of U.S. EPR laws and creating a circular economy for paper and packaging. We are looking for passionate, mission-driven, big thinkers to help us realize the full potential of the nation’s first EPR laws.

Purpose of the Position
The Head of Human Resources is a critical leadership role that ensures the effective development of talent and relevant HR practices that are required to start-up a new organization. This senior role will lead the development and implementation of the national strategy of the human resource function and is responsible for attracting, developing and retaining top talent at both the national and state levels. The leader is also in charge of creating and maintaining a positive and productive work culture that aligns with CAA’s mission, vision, and values. This lead role will oversee all Human Resources activities, policies, and programs for the organization, ensuring compliance with laws and regulations. This leader will develop national procedures and policies that can be standardized and executed at the local level. Additionally, this role will manage vendor relations to ensure employees receive uninterrupted service for outsourced benefits. This role will report to the Project Lead for CAA, until the Chief Executive Officer is hired.

Key Deliverables for the Role
HR Strategy and Leadership
  • Develop and implement effective Human Resources strategies that support national and local state operations to scale the organization over the coming years.
  • Foster a culture of collaboration, accountability, diversity, inclusion, and social responsibility within the organization.
  • Collaborate with the CEO and C-Suite to develop core values to inform the culture of CAA.
  • Shape, align and implement the company’s mid- and long-term talent strategies for the Human Resources function, to include leadership development, talent management, organizational development and culture management to address key organizational needs and efforts required as the company scales as well as for continued growth.

Recruitment, Benefits, and Compensation
  • Lead recruitment and onboarding processes to ensure the company hires qualified and diverse candidates who share the company’s passion for recycling and sustainability. Support the recruitment of the CEO and senior executive team of the organization.
  • Prepare relevant job aids to aid states and other departments to drive scaled hiring across the organization.
  • Ensure setup and proper administration of a competitive compensation and benefits programs.
  • Partner with the Chief Information Officer to support development of a company wide enterprise system that includes HR data and tools.

Talent Development/Management
  • Plan and coordinate intial performance management, training, and development initiatives to enhance employee skills, engagement, and retention.
  • Handle employee relations issues and provide guidance and support to managers and employees on HR matters.
  • Build tools and processes to capture and track employee records and documentation and ensure accuracy and confidentiality.
  • Design, build and ultimately lead an enterprise-wide talent management and OD strategy to drive an integrated approach to succession management, executive and leadership development, learning and performance management.

Financial and Vendor Management
  • Oversee the overall people plan including the talent pipeline, the HR budget, and oversee people related investments in systems.
  • Oversee relevant HR related contractors until such time as an HR department can be built.

Policies and Procedures:
  • Work with the national organization to set annual operating budgets, update relevant forecasts, and manage the financial performance of the state level organization.
  • Identify approaches to manage costs, improve efficiency, and leverage the national services to avoid replicating costs and resources.
  • Establish and manage producer fee setting for Colorado and be able to communicate and explain as needed.

Talent Management:
  • Develop the policies and procedures for the organization.
  • Monitor and analyze HR metrics and data to evaluate the effectiveness of HR policies and practices and identify areas for improvement over time.

Experience and Professional Qualifications
Key Requirements and Skills for the Role:
  • Proven experience as a Human Resources Lead or senior HR executive preferably in waste management, supply chain, manufacturing or similar industries.
  • Experience with starting up departments and development policies, procedures, and practices required.
  • Demonstrated ability to build, develop, lead and engage strong teams, with direct or indirect reporting lines.
  • Knowledge of state, and federal employment laws.
  • Ability to work under pressure and address escalations and situations as they occur, making appropriate decisions.
  • Excellent written and verbal communication skills.
  • Diplomacy in dealing with sensitive information or situations.
  • Commitment to environmental conservation and a passion for creating a positive impact on the planet.
  • Ability to work in a dynamic environment for rapid pace and with flexibility.
  • Environmental NGO experience a plus but not required.

Compensation and Other Information
The annual base salary range that CAA expects to pay for this position is $200,000 to $230,000. The actual base salary offered to a successful candidate will be based on a variety of factors in accordance with applicable law, including the successful candidate’s relevant experience, skills, knowledge, and work location. Additional Incentive Awards will be offered in addition to the base salary conditional upon meeting certain performance factors, as set forth more fully in any offer of employment made. In addition to base salary and an incentive opportunity, this role is eligible for medical, dental, and vision benefits, life insurance, retirement and paid time off.
