The School of Public Health at West Virginia University is currently accepting applications for a (Remote) Budget Analyst Senior.

About the Opportunity

As a (Remote) Budget Analyst Senior, you will support the daily operations and functions for the units supported by the Shared Business Office in the Health Sciences Center. This position does not have supervisory responsibilities.

What you’ll do:

  • Provide administrative management and relevant financial reporting for all units included under this Shared Expert Business Office (EBO). (Shared business office currently consists of School of Public Health (SPH), Health Affairs Institute (HAI) and School of Pharmacy (SOP). Hereafter referred to as “units”).
  • Coordinate the overall financial planning of units including the justification of multiple budgets and monitoring all expenditures by account to ensure that financial constraints are met, and budgetary concerns addressed.
  • Monitor expenditures to ensure availability of funds and advise management on status and effective use of resources.
  • Prepare all payroll, faculty, and staff related information needed for annual reporting to third parties and accrediting bodies. Information should be reviewed and approved with the supervisor or business office leadership prior to submission.
  • Provide support to faculty and staff of all units with project management and financial reporting support.
  • Calculate, prepare, and submit cost transfers and labor distribution adjustments, for the units as needed or directed by EBO leadership, to the WVU Shared Services financial group for processing.
  • Work with the Student Affairs office to obtain information regarding student scholarships. Process departmental scholarship submissions for each semester. Maintain a spreadsheet to keep track of the scholarships and the various funds they are disbursed from.
  • Maintain a strong understanding of systems specific to HAI to be able to interpret information, navigate, and provide feedback on issues or improvements.
  • Retain an extensive knowledge of all responsibilities and functions performed within all units.
  • Review monthly reconciliations and variance reporting, provided by the WVU Shared Service financial group, to maintain an understanding of balances related to payroll and fringe accounts at least on a monthly basis. This includes working with faculty and staff, as needed, to obtain necessary funding information and resolve issues.
  • Review reports provided by the WVU Shared Services financial group to determine solutions for amounts remaining on the suspense account. This may include working with faculty and/or staff to obtain necessary information to remove all amounts posted to the suspense account. This should include faculty and staff for all units.
  • Attend appropriate trainings and/or meetings with or at the direction of the EBO leadership as required. Must maintain clear and concise communication on a regular and sustained basis regarding policies and procedures, goals and objectives of units. Due to the nature of this position, evening or weekend hours may be needed during busier times of the year.
  • Schedule and organize meetings/trainings as required.
  • Assist in the creation of presentations, reports, and program summaries to ensure better communication and school and unit wide understanding of processes.
  • Oversee daily operations and determine priorities.
  • Interact with faculty and staff to help achieve program goals and objectives.
  • Complete or assist with special projects as assigned or requested by the university or leadership within the units.
Qualifications
  • Bachelor's degree in business, accounting, finance or related field, or an equivalent combination of education and experience.
  • A minimum of three (3) years of experience involving:
    • Experience working in Oracle financial system.
    • Business systems experience.
    • General finance or accounting experience.
  • Demonstrated ability to exercise strong judgement and analyze moderately complex accounting problems and determine solutions.
  • Demonstrated ability to work independently or with little supervision whether working remotely or in person.
  • Demonstrated ability to communicated clearly both orally and in writing.
  • Demonstrated ability to establish and maintain effective relationships and deal tactfully with departmental faculty, staff, students, organizational units and external agencies.
  • Demonstrated ability to plan, organize and prioritize work to be accomplished.
  • Demonstrated accounting skills.
  • Proficiency in use of software including Microsoft Excel and Microsoft Office.
  • Skill in the accurate preparation and review of payroll.
  • Experience in the University and state accounting system is preferred.
  • Knowledge of WVU policies, procedures and procedures pertaining to purchasing and budgetary matters.
