Senior Budget Analyst

The City of Indianola is currently welcoming applications for the position of Senior Budget Analyst.
The City of Indianola (pop.15,833) is a growing community with a historic downtown, located approximately 15 minutes south of Des Moines. Indianola, which is home to Simpson College, the world-renowned Des Moines Metro Opera, the National Balloon Museum, and the U.S. Ballooning Hall of Fame, is known for its excellent access to outdoor activities, a nice trail system, five major parks, and two golf courses. The community welcomes thousands of visitors annually who come to Indianola to enjoy major events such as the National Balloon Classic, the Warren County Fair, and other events.
The Senior Budget Analyst is responsible for leading the preparation, analysis, and oversight of the City of Indianola's budget. This role requires collaboration with department heads to ensure fiscal efficiency and adherence to financial policies and regulations.
This position is responsible for a number of tasks, including, but not limited to:

• Lead the preparation and submission of the City budget in alignment with strategic goals, collaborating closely with the City Manager, City Clerk, and department heads for the Council's review and approval.
• Conduct in-depth financial planning and analysis, including long-term financial forecasts and strategic financial planning, to support city-wide goals.
• Oversee the coordination and development of the Capital Improvement Program (CIP), serving as a key member of the CIP team and providing strategic financial oversight.
• Manage the analysis and processes for City debt issuance and bond payments, ensuring compliance with legal and regulatory requirements, and leading the preparation of annual disclosure documentation for outstanding debt.

The successful candidate will have:

• Bachelor's degree in finance or related field, with a preference for advanced degrees or certifications.
• Three or more years' experience in budgeting and financial analysis, preferably in a municipal government.
• Proficiency in financial software and Microsoft Office Suite.
• Strong analytical, communication, and collaboration skills.
• Knowledge of, and stay current on, state and federal financial reporting requirements.

Scored Grade 6: $71,415.75-$96,489.23; anticipated starting salary $71,415.75 to midpoint $83,026.75 depending on qualifications. This is a non-union, full-time, exempt position.
