General Summary



The City of Lafayette is seeking an experienced finance professional to manage its budget and capital improvement programs. The Senior Budget Analyst oversees preparation and monitoring of the City of Lafayette Budget and Capital Improvement Program (CIP), development of rates and fees, development and implementation of performance measures, and revenue and expenditure projections, as well as providing financial analysis and research and participating in citywide projects. This position will have broad citywide responsibilities that include analyzing and making recommendations for departmental budgets and cross-departmental projects and initiatives to meet overall city goals.

The City of Lafayette’s 2024 budget is $134.5 million across all funds and represents a balanced approach to investing in City services and capital infrastructure. The budget is focused on maintaining high-quality service levels and advancing City Council’s priorities, while investing in core operations and strategic enhancements. By providing financial forecasting and oversight to ensure the City’s success. this position will be a key contributor to the Finance department, City organization, and Lafayette community.

Provide financial and analytical services for the Finance Department and the city including preparation and monitoring of the City of Lafayette Budget and Capital Improvement Program (CIP), development of rates and fees, development and implementation of performance measures, revenue and expenditure projection, financial analysis and research, and participation in citywide projects. This position will have broad citywide responsibilities that include analyzing and making recommendations for departmental budgets and cross departmental projects and initiatives to meet overall city goals. This position will communicate financial information to city staff, city management, City Council and the community, as needed.

The full salary range for this position is $78,513 - $117,769. Hiring pay will depend on qualifications.

Essential Functions

The following duties are illustrative only and are not intended to be all inclusive:
Budget and Capital Improvement Plan Development


  • Participate in, and coordinate elements of, the City’s annual Budget and CIP development process.
  • Collaborate at a high-level with other city staff in gathering financial and management information, including program objectives, costs, revenue sources, and performance measures and perform cost/benefit analysis, system analysis, and organizational analysis.
  • Prepare information about funding options and budget constraints for use by key staff and legislative bodies.
  • Identify, learn, and use a range of budget tools and best practices used by local government agencies.
Budget Monitoring and Execution
  • Develop and manage budget reporting tools to track budget and operational performance on a departmental and citywide basis.
  • Monitor data, perform complex analysis, identify trends and make recommendations.
  • Coordinate preparation of budget adjustments, carryforward requests, capital carryforwards, and related proposals
  • Act as a steward of the City’s General Fund.
  • Provide financial oversight of the City’s Internal, Dedicated and Enterprise Funds.
Research and Financial Analysis:
  • Conducts research and analysis on policy issues, strategic plans, service levels, and productivity measures including, but not limited to: cost/benefit analysis, system analysis, organizational analysis, administrative processes, and rate and fee setting methodology and assessment.
  • Perform complex financial forecasting of revenues and expenses across all city departments and functions.
  • Research comparative local, regional, and national economic, financial and performance data.
  • Communicate findings and recommendations regarding varied financial and management data and information to audiences of varying backgrounds.
Communication and Collaboration:
  • Acts as a liaison to other city departments and other governmental agencies.
  • Participate in or lead citywide and/or resident task forces on specific issues of concern.
  • Respond to inquiries from residents, City Council, management, and employees.
  • Maintain a high level of professionalism in all interactions with internal and external stakeholders.

Typical Qualifications

KNOWLEDGE: Demonstrated knowledge of modern practices, principles, and procedures in the performance of budgeting and financial administration. Knowledge of municipal organizations including applicable laws and regulations. Working knowledge of electronic data processing principles, practices, software and equipment including financial software packages.
SKILL: Demonstrated skill in preparing written and verbal reports, projects, and presentations; skill in the operation of equipment necessary to perform the functions of the job.
ABILITY: Ability to successfully develop, implement, and maintain effective programs and procedures. Ability to plan, organize, execute workplan items communicating effectively verbally and in writing; to establish and maintain effective working relationships with the employees, City officials, other departments, and the public.
TRAINING:Bachelor’s Degree with emphasis in accounting, business, or related field. MBA, MPA, MPP highly preferred.
EXPERIENCE: A minimum of five (5) years progressively responsible budgetary, financial, and administrative experience, and professional budget experience in a government setting; or any equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills and abilities to perform the essential functions of the position. Municipal or local government experience including familiarity with municipal codes and government financial systems is highly preferred.

Special Requirements

  • Possession of a valid Colorado Driver’s license with a safe driving record required.
  • Ability to pass a thorough background investigation.
