What You'll Do:
- Develop and coordinate state-wide program of habilitation and/or rehabilitation (i.e., Pre-Admission Screening/Resident Review [PASRR] programs for relocation of mentally ill persons and development of community based services)
- Coordinate program requirements and necessary steps for seriously mentally ill persons seeking transfer to nursing facilities from hospitals, private residences, community-based programs ensuring compliance with applicable federal/state PASRR requirements and mental health best practices
- Perform as a member of an interdisciplinary team giving and receiving feedback suggestions, support and backup
- Review and assess clinical documents/records through the use of clinical knowledge and best practices in order to make determinations based upon these records, while incorporating not only state and federal regulations but the intent of the regulations in relationship to evolving state directed policy initiatives
- Make determinations and develop individualized recommendations relative to necessary placement/treatment options
- Assure timely review of case documentation in compliance with federal requirements
- Maintain records
- Perform records/documentation development/maintenance functions (e.g. develops, sends, receives e-mail communications with involved parties)
- Perform outcome reviews, and develops/prepares reports
- Provide verbal/written information and technical assistance for nursing homes, hospitals, professional staff, social workers assigned to cases, and other pertinent stakeholders
- Provide advice/information to involved parties on program requirements, documentation, alternative care, and administrative rules
- Complete cases from initiation through the Chapter 119 appeals process as assigned
- Routinely identifying areas for quality improvement, improved work flows and streamlined processes as a part of the bureau’s continuous quality improvement model
- Under administrative direction of supervisor, develop PASRR electronic data bases, web pages, spread sheets, tables, graphs and other management information reports
- Review and revise policies and procedures relative to PASRR, to inform policy analysis and development
- Make recommendations to modify, enhance, improve efficiency of case processing; provides assistance to the Chief of the Bureau of PASRR with routine operations. (e.g., mailing informational newsletter, developing training manual and presenting training seminars, developing policy/procedure manual)
- Perform other duties as assigned

Graduate degree in a human service area (i.e., rehabilitation counseling, special education, guidance & counseling, psychology, social work, child & family community services) as required by an accredited college or university
- Or a graduate degree that leads to licensure as a licensed professional counselor by the Ohio Counselor & Social Worker Board.
- Or completion of graduate degree in other related vocational rehabilitation areas (e.g., rehabilitation management/administration from an accredited college or university).
- Or completion of graduate field of study in human services area (i.e., same examples as cited previously) as required by accredited college or university; 12 mos. exp. as Rehabilitation Program Specialist 1, 69731.
- Or in Ohio Department of Mental Health & Addiction Services only, licensed, certified, or registered clinical professional per OAC 5122-21-03 (E) Personnel Requirements (2).
- Or in Ohio Department of Developmental Disabilities only, 4 yrs. exp. in private or governmental agency responsible for habilitative &/or rehabilitative programs development in developmental disabilities (i.e., working with individuals with developmental disabilities); bachelor’s degree in professional human services field (e.g., psychology, education, anthropology) in accordance with provisions of 42 CFR 483.430(b)(5)(x) & interpretive guidelines issued by centers for Medicaid & Medicare services.
