Description
SCT is seeking a Program Support Specialist, serving NASA's Human Resources Office (HRO). The Specialist shall perform human resources technical, analytical, administrative, and data maintenance duties in talent development and management, performance management, and awards.
Duties
Talent Development

  • Provide Program Support, productivity, and process improvement recommendations as required. The contractor shall provide services in a virtual environment and options for in-person, face-to-face offerings as deemed appropriate. The contractor shall incorporate and leverage existing human capital-related technology (i.e., MS Teams, Service Now) as appropriate to enable delivery of services per task order requirements.
  • Maintains official file copy of all Training and Development correspondence and communications posted to Inside Glenn.
  • Reviews and processes external program and project-funded training requests (Authorization, Agreement, and Certification of Training) and HRO training requests.
  • Prepares documentation and submits through ServiceNow for internal course offerings, including course IDs and assigning approval roles for scheduled offerings; responsible for required forms and documents uploaded through ServiceNow.
  • Submits trouble tickets and documentation through ServiceNow or NSSC Contact Center for issues and concerns with internal and external events (e.g., training and conferences) and reorganizations.
  • Receives and communicates issues from program areas, submits to NSSC according to Agency procedures, and notifies center personnel when needed.
  • Creates, maintains, and publishes training and development to the events calendar and other media.
  • Maintains Training and Development Web site for course announcements.
  • Provides logistical support by planning and setting up facilities (classrooms and onsite or near-site conference rooms), including agreements to support individuals with disabilities attending courses and events. Provides the instructor with Kickoff Instruction Guidelines.
  • Prepares work orders and makes other arrangements to support events such as courses, ceremonies, recognitions, general programs, and communication programs.
  • Copies, collates and prepares course manuals and program handouts.
  • Works from checklists and written procedures to support Training and Development programs and activities.
  • Prepares course announcements.
  • Supports HRO with special projects.
  • Tracks and compiles training metrics, such as the number of courses facilitated by HRO, courses offered by SMEs, courses provided by external facilitators, the total number of classes held, and required and mandatory training delinquencies for reporting purposes
  • Works with Center Learning Officer to pull periodic reports for meetings, audits, etc.
  • Procures, administers, and tracks psychometric assessments.
  • Supports program managers for all program areas.
  • Coordinates with Safety Office to provide Program Support and execution of the Safety Training Program.

Performance Management
  • Supports Standard Performance Appraisal Communication System (SPACE) and Employee Performance Communication System (EPCS) programs and activities, reviewing notifications and documents and preparing Inside Glenn notices.
  • Supports stakeholders, customers, and PM leads/HR Specialists in ensuring compliance with legal, regulatory requirements and NASA policy.
  • Recommends and/or develops needed reports/analytics/lessons learned to better manage the PM program and system.
  • Reviews/monitors/corrects PM/Awards data.
  • Collaborates when needed across functional areas within and outside OCHCO

Awards
  • Prepares and distributes the solicitation, also known as a call, to the center.
  • Prepares, reviews, compiles, and forwards final, approved Development/Award program nomination packages to external entities for the Center
  • Supports development program and award nomination processes by answering questions and providing guidance/assistance.
  • Assists with distributing career service awards, pins, trinkets, and certificates to Directorate Offices, as required.
  • Assists with the NASA Honor/Center Award Ceremony planning processes and supports ceremony, including logistical coordination and preparation, and reviews program book, program agenda, script, and post-event site management.
  • Executes overarching program duties in support of the Human Resource Council's (HRC), which is a decision body for all development programs and internal and external awards.

Qualifications
  • Bachelor's degree with 1 years of experience, or High school diploma or GED and at least 3 years of experience directly related to the duties and responsibilities specified
  • Meet the necessary position qualifications for this task in accordance with contract position description standards.
  • Experience with the following unique government or NASA IT systems, which include but are not limited to:
    • Awards: NASA Automated Awards System (NASA)
    • Performance Management: Standard Performance Appraisal Communication System (SPACE)
    • Talent Development: Services Delivery of Service Now, System for Administration, Training, and Education Resources for NASA (SATERN)
