POSITION TITLE: REGIONAL RECYCLING OUTREACH COORDINATOR

WASTE AND RECYCLING PROGRAMS

BASIC FUNCTION:

Under the direction of the Project Manager/Program Manager or the Executive Director, is responsible for assisting with developing, maintaining, and implementing an education and outreach of various waste and recycling programs available at the Company. This includes the responsibility of promoting proper waste management and waste reduction practices by coordinating and providing education and outreach services to county departments, community partners, school districts, and residents regarding Imperial County recycling programs and operations. Also, the Recycling Outreach Coordinator is responsible for publicizing recycling and waste reduction activities.

This incumbent has considerable leeway for independent judgment within the framework of applicable rules, regulations, policies, and procedures in the performance of duties, both in terms of planning and accomplishing work. Supervision over others is not required in this position. Employee performs related work as required or requested, including some weekend work during events.

This position is grant-funded and is contingent on continued future grant funding.

DISTINGUISHING CHARACTERISTICS:

The Recycling Outreach Coordinator must always present a professional appearance and demeanor, be friendly and respectful towards clients while providing bi-lingual resource information; and disseminate varied waste and recycling information. Must exhibit polite and professional communication in person, via phone, and e-mail. This is a non-management classification responsible for providing outreach support to the company’s recycling and waste prevention programs including the HHW facilities program activities. These programs include but are not limited to AB 341(residential and commercial recycling), SB 1383 (food recovery program), Hazardous waste facility programs, Waste tire programs, Oil programs, etc.

DIRECTLY RESPONSIBLE TO:

Project Manager/Program Manager or the Executive Director

ESSENTIAL FUNCTIONS:

  • Exhibits polite and professional communication via phone, e-mail, and mail.
  • Develops and conducts educational workshops and outreach to area residents, community groups, municipal officials, schools, and businesses related to waste management, recycling, waste reduction, and materials recovery.
  • Develops and distributes motivational information regarding services and programs provided
  • Prepares and presents educational and outreach materials including community events communications and advertisements, brochures, and flyers.
  • Organizes and provides recycling collection and information services for special events including coordinating with interns, recycling assistants, and volunteers and coordinating with event planners in maximizing waste reduction strategies and creating and staffing display tables as needed.
  • Develops and maintains files on source separation programs and techniques, and materials recovery systems and makes information available to interested groups and municipal officials.
  • Arranges for the transportation and movement of recycling carts to outreach programs and events as needed.
  • Creates content for the department website and social media for posting.
  • Assists with the development of the advertising budget including keeping inventory of marketing material and reordering when needed.
  • Attends and participates in conferences related to waste recycling, composting, and reuse.
  • Uses computer applications or other automated systems such as Excel spreadsheets, word documents, calendars, e-mail, and database software in performing work assignments.
  • Responds to questions regarding recycling and solid waste management programs.
  • Adheres to the department’s safety rules and regulations.
  • Represents the IVRMA at community events (such as fairs, festivals, and trade shows

and other events (which may occur after normal working hours and on weekends):

  • May attend and participate in professional group meetings/events to remain.

informed of new trends and innovations in recycling program development and

implementation (which may occur after normal working hours)

  • Researches and monitors current waste management trends or programs to explore markets for recyclable materials and other outreach opportunities.
  • Other duties as assigned.

EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, AND SKILLS

Knowledge and Abilities:

KNOWLEDGE OF:

  • Waste and recycling available resources and information.
  • Waste and Recycling programs.
  • Science and technology as applied to materials recovery and recycling programs.
  • Principles and practices of waste management and how these practices relate to the protection of the environment.
  • Recycling markets, landfill operations, waste disposal, and composting programs and technologies.
  • Local, state, and federal regulations pertaining to waste management and recycling operations.
  • Content of the County’s Regulated Recyclable Materials Ordinance (RRMO). Good knowledge of the requirements for permits, licenses, certifications, and citations.
  • Administrative and clerical procedures and systems such as word processing, e-mail, spreadsheets, and managing files and records and other office procedures at a proficient level.

ABILITY TO:

  • Work effectively with advisory groups, government officials, the public and private businesses.
  • Successfully collaborate and maintain effective working relationships with staff, consultants, and representatives of local, regional, state, and federal agencies
  • Organize and implement a project from concept to completion.
  • Effectively use computer applications such as spreadsheets, word processing, calendar, e-mail, and database software.
  • Demonstrate sound judgment; integrity; resourcefulness; accuracy and physical condition commensurate with the demands of the position.
  • Utilize Microsoft office software programs proficiently, Excel, PowerPoint, Outlook, etc.
  • Communicate effectively both in English and Spanish (preferably), using clear and persuasive oral and written communication skills.
  • Work concurrently on several tasks/projects, moving forward various separate but related initiatives likely to be at different stages of development.
  • Work independently in the absence of supervision and under pressure to effectively meet deadlines.
  • To prioritize tasks based on deadlines/timelines.
  • Use a personal computer and other office equipment.
  • Work a flexible schedule that may require some weekends and evenings.
  • Operate a motor vehicle; must possess and maintain a valid California Driver’s license.

EDUCATION AND EXPERIENCE REQUIREMENTS:

Must be able to speak before and interact with individuals of various ages, levels of education, and authority, prepare correspondence, and establish and maintain effective working relationships with others.

Any combination of training, education, and experience which would provide the required knowledge and abilities.

  • High School Diploma or equivalent (GED) with;

(1) year of administrative/clerical duties required

(1) year of relevant outreach work experience is preferred but not required.

  • An Associate Degree will replace the (1) year experience of in administrative/clerical duties;

(1) year of relevant outreach work experience is preferred but not required.

COMPENSATION:

JOB TYPE: FULL TIME

HOURLY; $17.00

This is an At-will-exempt professional position.

LICENSES AND OTHER REQUIREMENTS:

A Valid California Driver's License.

  • Driving record requests during the pre-employment phase.

WORKING CONDITIONS:

ENVIRONMENT: Office environment; periodic fieldwork, driving as needed.

PHYSICAL REQUIREMENTS: Dexterity of hands and fingers to operate computer; vision to drive; standing for extended periods of time, hearing and speaking for public presentations. Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight 50 lbs.; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; vision to travel to other locations utilizing work vehicle; and to verbally communicate to exchange information.

- Assist in the development of marketing materials, including social media posts, flyers, and newsletters

Skills:

- Excellent communication skills, both verbal and written
- Strong interpersonal skills with the ability to build relationships with diverse groups of people
- Organizational skills to manage multiple projects and deadlines
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)
- Experience with social media platforms for outreach purposes
- Ability to work independently and as part of a team
