Title: RCA Program Specialist
Reports To: Program Director
Pay: $50,460.80 - $60,552.96 Full-time, Exempt Position plus full benefit package
Office Hours: Monday - Friday; 8:30 a.m. to 5:00 p.m.

YMCA International Services is a unique center of the Y of Greater Houston and seeks to meet the needs of Houston's significant refugee and immigrant communities. We provide comprehensive programs that focus on building human assets and fostering self-sufficiency. As the Refugee Cash Assistance (RCA) Program Coordinator you will work with a team of office clerks to determine eligibility of applicants, provide intake and issue check requests based on information provided by applicant and employment case managers. The ultimate Goal is to assist clients reach self-sufficiency utilizing program guidelines.
Duties /ResponsibilitiesRCA Program Specialist's primary responsibilities include:
  • Read and follow program manual and grant policies. Work with Program Director in monitoring program outcomes and relevant staff to ensure that programs remain in compliance.
  • Work with case managers, Compliance clerks, quality assurance specialist and clerk to support file and program compliance.
  • Assist in setting appointments for RCA intake with clients and secure interpreter if necessary.
  • Provide intake orientation through use of interpreter and answer questions to insure complete understanding of program.
  • Ensure that files are set up according to guidelines complete with documents, required forms and pertinent case notes.
  • Document all interactions with clients through case note log.
  • Review and approve check requests submitted by clerks in advance of date due to client for pick up.
  • Communicate with case managers as to compliance information needed monthly for each client.
  • Participate in training new staff on RCA compliance documentation.
  • Utilize basic math to determine client eligibility based on income as well as eligibility for bonus.
  • Enter client data and payout information into state database (CT).
  • Develop letters to clients informing them of non-compliance or other issues, arrange for translation.
  • Communicate with other resettlement agencies to obtain information on clients who have relocated.
  • Provide documentation to TDHS and other programs regarding client's RCA assistance.
  • Payment reconciliation prepared for RCA Program Director by the 10th of each month.
  • Audit staff files and case notes to ensure compliance.
  • Monitor progress within RCA and RSS Employment programs. Provide feedback, address conflicts or struggles, and solve problems to ensure programs are successful.
  • Write narrative and compose quantitative reports by required deadlines in order to provide updates on the status of the programs.
  • Maintain open and effective communication with management.
  • Maintain close communication with Program Director in order to ensure provision of quality services.
  • Train new staff hired and provide orientation about YMCA
  • Provide pick-up services from the Houston airport for newly arriving clients as required (about three times per year)
  • Perform other duties as assigned.
  • Reports suspicious and inappropriate behaviors and policy violations.
  • Follows mandated abuse and incident reporting requirements.
  • Meet timelines and deadlines related to supporting systems and employee compliance. Example includes but are not limited to Kronos Workforce Ready for review and approval of time sheets.
  • Perform other job related duties as assigned

OutcomesRCA Program Specialist is responsible for the following:
  • Provide guidance to program staff about service provision.
  • Audit all files in the programs to ensure compliance.
  • Monitor client eligibility for services and request transfer of services.
  • Insure intakes are conducted in a client's first language for 100% of intakes
  • Cash Assistance available 100% of the time on the date due to client
  • Data reports prepared for Program Director in timely manner for review and submission

Requirements
  • Excellent written and verbal English communication skills; another applicable refugee language helpful.
  • Ability to utilize RCA Manual to make informed decisions.
  • Willingness to accept responsibility and utilize authority given to request documentation from peers.
  • An understanding of and sensitivity to other cultures is necessary.
  • Ability to manage time and resources.
  • Team player
  • Highly self-motivated, responsive and a good trouble-shooter
  • College Degree preferred or equivalent experience
  • Valid Texas Driver License; clean driving record; own transportation; applicable auto insurance

Note: All positions are filled in response to current refugee arrivals and their language needs; as language needs change, this will necessitate flexibility in our staffing
This position is grant funded.
