JOB SUMMARY
The RADT Substance Use Disorder (SUD) Counselor reports to the Program Director and is responsible for providing direct services to program participants. The RADT Substance Use Disorder Counselor is responsible for coordinating individual and group Substance Use Disorder counseling services in accordance with the requirements of VRC multi-contract scope of work under direct supervision of the Program Director and Supervising Counselor.
ESSENTIAL JOB RESPONSIBILITIES

  1. Make decisions regarding counseling services.
  2. Conduct group and individual counseling sessions for program participants and if needed, family members.
  3. Provide supervision and monitoring of residents.
  4. Documents services in required Electronic Health Record (EHR) to meet program and contract criteria, as outlined in the contract scope of work.
  5. Sign residents in and out of the facility utilizing the appropriate forms.
  6. Document rounds, counts and inspections on appropriate forms.
  7. Become familiar with contractual requirements for West Care STOP, Tulare County DMC/ODS, and Tulare County Probation.
  8. Participate in all staff meetings.
  9. Provide services to a caseload of participants assigned by the Program Director.
  10. Participate in the screening and placement of participants using ASAM and ASI criteria.
  11. Conduct assessment and develop Client-Centered Treatment Plan based on the participant's status, strengths, needs, abilities and preferences.
  12. Consistently meet program performance standards including productivity goals, documentation goals, and attainment of 20 hours of job-related training per year.
  13. Update treatment plans as needed and review them monthly.
  14. Consult with other agencies to coordinate participant services.
  15. Conduct individual counseling sessions with participants.
  16. Prepare and facilitate large and small SUD educations groups.
  17. Review and discuss treatment plans and discharge plans with the Program Director and Supervising SUD Counselor.
  18. Always use all available referral sources during the discharge planning and completion process to establish a continuum of care for the participant (Aftercare, Sober Living, Outpatient, etc.).
  19. Coordinate with Program Director and Supervising SUD Counselor pertaining to important matters such as medical, treatment progress, and always notify placement agencies of admissions, no-shows and discharges.
  20. Notify the Program Director and Supervising SUD Counselor and the referring agency when the client refuses to participate in treatment planning or causes any disruption to the program.
  21. Perform drug/alcohol use detection activity, i.e., urine collection for testing, breath testing, skin search, etc.
  22. Document and record all anti-narcotic testing on the designated logs and individual testing sheets.
  23. Assure that clients understand and follow program rules and procedures.
  24. Maintain cooperative working relationships with funding agency staff members.
  25. Provide appropriate information for billing purposes.
  26. Bring programmatic problems to the attention of the Program Director.
  27. Accurately document all services rendered during the course of treatment for each individual participant.
  28. Thinks and acts quickly and efficiently in emergencies.
  29. Will drive on Agency business.
  30. Physical presence at the program is required.

ESSENTIAL JOB REQUIREMENTS
  1. High School Diploma or GED.
  2. Experience providing treatment to substance-abusing individuals is preferred.
  3. Must have a current AOD Registration from a certifying body approved by the State of California Department of Health Care Services (DHCS), and maintain good standing.
  4. Must maintain a waiver from West Care to conduct SUD services and will be required to obtain AOD certification from a certifying body by expiration date of the waiver.
  5. Current certified training in emergency First Aid procedures and CPR, preferred.
  6. Knowledge of Substance Use, addictions, and related disorders, and ability to effectively provide educational groups regarding the treatment of these disorders.
  7. Ability to write substantive and grammatically correct case notes, treatment plans, and discharge summaries.
  8. Ability to manage priorities and workflow.
  9. Experience in group counseling, Motivational Interviewing, and other cognitive behavioral interventions is preferred.
  10. Basic computer skills in Microsoft Word, Excel, Outlook and PowerPoint, Office 365, Teams, Zoom and other communication/meeting platforms.
  11. Possess a valid driver's license and have access to a dependable means of transportation that is properly insured and operated in accordance with all laws. Agency insurer authorization is required.
  12. Ability to pass a criminal background check.
  13. Ability to pass a pre-employment physical, drug screen, general physical, and TB test.
