The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.
The Riverside County Sheriff's Office has an opportunity for a field based Radio Communications Technician - Level I (IT Communications Technician), located in Riverside.
The Radio Communications Technician - Level I (IT Communications Technician) will be tasked with performing work on Riverside County's Public Safety Enterprise Communication (PSEC) System. Tasks will include installing replacement/upgraded communication equipment (e.g., radio, microwave, computer, switches, routers, Uninterrupted Power Supplies- UPS battery systems, infrastructure equipment, cabling) in office and commercial buildings and at remote sites (e.g., remote microwave/radio tower sites). Performing preventative maintenance on communication network and/or components (e.g., subscribers' devices, switches, routers, UPS's battery systems, radio repeaters, and microwave radios), associated electronic equipment (e.g. cooling units) and minor structure repair (e.g. locks, fencing, painting).
Responsibilities will also include testing and adjusting equipment in vehicles and stations to frequencies specified by the Federal Communications Commission.
While not required, candidates with experience in HVAC and holding FCC: Technician and/or General Radiotelephone Operator licenses are highly desired.
The Radio Communications Technician - Level I (IT Communications Technician) will report to the main office in Riverside for dispatch instructions, which can include driving to the Coachella Valley and/or Blythe daily for extended project periods.

EXAMPLES OF ESSENTIAL DUTIES
Depending on the area of assignment duties may include, but are not limited to, the following:
• Install communication (e.g., radio, computer) and other equipment in or on vehicles; install communication (e.g., radio, microwave, computer, switches, routers, Uninterrupted Power Supplies- UPS battery systems) and other equipment (e.g., infrastructure equipment, cabling) in office and commercials buildings and at remote sites (e.g., remote microwave/radio tower sites); perform preventative maintenance on communication network and/or components (e.g., subscribers' devices, switches, routers, UPS's battery systems, radio repeaters, and microwave radios).
• Perform minor maintenance at PSEC remote communication sites to include weed abatement, minor structure repair (e.g. locks, fencing, painting), HVAC air filter replacements and generator testing; escort vendors and non-PSEC Staff to remote sites; verify work completed by vendors at PSEC remote sites; maintain and comply with environmental documentation at PSEC remote sites.
• Install and configure network hardware and software; update system documentation; coordinate system/component upgrades and repairs with vendors and users; monitor the work of vendors to ensure compliance of enterprise standards for products and services; provide user training regarding equipment and network utilization.
• Troubleshoot, repair, program and resolve malfunctions of communication network equipment and devices (e.g., subscriber devices, switches, routers, UPS's battery systems, computer, radio repeaters, microwave radios) and cabling ); diagnose, locate, and repair network malfunctions; Troubleshoot, diagnose, resolve minor HVAC and Generator malfunctions to include refueling day tanks at PSEC remote sites .
• Troubleshoot, repair, program and resolve malfunctions of Code 3 emergency alerting systems within County emergency response vehicles/vessels (e.g. lights sirens, PA, low level power sources).
• Confer with County staff and vendors to determine requirements and services and coordinate activities to ensure capability exists for inter-agency communication.
MINIMUM QUALIFICATIONS
Education
Graduation from high school, possession of a certificate of proficiency issued by the California State Board of Education, or attainment of a satisfactory score on a G.E.D. test. Electronics job-related coursework from an accredited college, university, or trade school in computer science, computer information systems, data processing, information management, or a related field to the assignment is preferred.
Experience
One year job related experience in basic electronics and RF: Radio Frequency Technology.
Other Requirements
California Driver License: Class C
OSHA Forklift Certification may be required.
Physical: Some PSEC System sites are in mountainous, desert and remote areas of Riverside County and off-road driving experience and walking over uneven terrain will be necessary to reach job sites.
Knowledge Of
The principles, methods and techniques used in the course of work for the Radio Communications Technician - Level I (IT Communications Technician) series; principles and techniques applied to IT devices to include network topology and protocols, applications and systems; basic electronic principles and techniques: basic RF principles and techniques: principles of organization and administration; principles of documentation and recordkeeping, storage and retrieval is preferred.
Ability to: Gather and analyze data, reason logically, draw valid conclusions and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; perform systems analysis work and problem solving; interpret and follow written and oral instructions; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, other employees and the public; communicate effectively with people at all organizational levels.
Preferred IT-Related Skills
The installation and coordination of communication systems including voice, radio, microwave and data in vehicles, remote sites and buildings; use of test equipment to isolate, repair and resolve problems; problem isolation techniques; assessing customer repair needs based on description of problems; installation and configuration of network hardware and software; use of systems level maintenance and management tools; troubleshooting and repairing/resolution of equipment malfunction in a multi-user, single platform environment; interpreting of customer technology needs.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.

A new member is defined as any of the following:
  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

VACATION ACCRUAL (Bi-Weekly Accrual):
0 < 3 year = 80 Hours (10 Days)
4 < 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
