ABOUT THE POSITION
Are you looking for a challenge and an opportunity to play a key role in the technical planning, construction, and management of the County's "next generation" regional public safety communications systems? If so, the Telecommunications Division currently has one full-time (75 bi-weekly hours) vacancy.
The Department of Public Works Communications Division seeks qualified candidates for the position of Supervising Communications Technician. There is currently one full-time (80 hours bi-weekly) vacancy.
The Department of Public Works Communications Division is responsible for maintaining public safety communications systems. These systems include 35 fire stations, 14 mountaintop sites, six dispatch locations, and numerous other locations. These systems include mission critical voice, simulcast digital trunked radio, fire station alerting, warning siren systems, and IP data in support of public safety. In addition, the Communications Division is responsible for the installation of communications and warning equipment in vehicles for various agencies within the county.
Reporting to the Communications Services Manager, the Supervising Communications Technician acts as the first-level supervisor for the Communications Division of the Department of Public Works. This position is responsible for the oversight and day-to-day operations of the division, including scheduling and assigning work, conducting training, and resolving personnel issues for a multidisciplinary team. The Supervising Communications Technician takes an active role in performance management, coaching and staff/team development. Additionally, they may help fill some of the roles of the Communications Services Manager in the Manager's absence.
ABOUT YOU
Our Highly Qualified Candidate:
The highly qualified candidate for this position will have a strong foundation and experience working with operating principles, requirements, and industry standards for public safety communications systems, particularly in relation to coordinated use by multiple agencies. They will have advanced technical knowledge in conventional and trunked radio and microwave systems, electrical sources, computer hardware/operating systems, networks/network servers; design and function of microwave and radio systems, control systems and related equipment, and closed circuit camera and public address systems; communications network equipment and connectivity including hubs, routers, modems, bridges, comparators, switches, channel banks, multiplexers; internet protocols and services, Network QoS, IP multicasting, digital codecs, to include Windows-based programs, disk operating system (DOS), vendor service software, and Unix. A firm understanding of alternative mission critical communication systems such as FirstNet is also desirable. In addition, the ideal candidate will have applicable knowledge of relevant Federal Communications Commission and Occupational Safety and Health Administration rules and regulations.
The ideal candidate will have strong leadership skills and experience in managing and supervising technical and administrative staff; skilled in developing and implementing division goals, objectives and policies and procedures; able to deal with critical and complex technical or personnel issues; and able to communicate effectively both verbally and in writing. The ideal candidate will be able to effectively work across departments and with the community. QUALIFYING EDUCATION/EXPERIENCE: The minimum qualifications for the position are as follows: Equivalent to an Associate's degree in Electronics or a related field and four years of full-time experience in the installation and repair of trunked radio, microwave, and related communications equipment that provides the necessary knowledge and abilities listed in the class specification. One year of additional related experience may substitute for the education requirement. Lead or supervisory experience is highly desirable.Please list your education in the Education section of the application. This job class requires travel between various County and business-related locations, including off-road and remote sites. Employees who drive on County business to carry out job-related duties must possess a valid California driver's license for the class of vehicle driven and meet automobile insurability requirements of the County, including review of recent DMV history.
