Silver Mountain manages both task order IDIQ contracts as well as competitive bid and sole source projects, including 100% design, design-build, demolition, facilities repair, DOD fuels systems, and new construction. POSITION PURPOSE:

The Quality Control Manager (QCM) is responsible for managing and performing the daily QC responsibilities to ensure projects are constructed in accordance with the established minimum standards and specifications. The QCM role includes direct oversight and review of project documentation and physical inspection phase of the work flow process and coordination with personnel, subcontractors, suppliers, and clients to provide and document a quality product. For USACE projects, the QCM is responsible for submittals, daily QC reports, and proficiency using the USACE Resident Management System (RMS). This position is for the QC Manager on large USACE jobs and requires USACE experience.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Leads planning, development, and implementation of the Quality Control Management Plan and system for all work divisions for construction projects, from notice to proceed through final customer acceptance.
  • Establishes and leads Quality Control initiatives, activities, and corrective actions.
  • Reviews project specifications for project quality requirements and ensures work performed on site complies with contract requirements and specifications.
  • Reviews shop drawings and submittals for conformance with project specifications by direct review and by leveraging the knowledge and experience of others in the project team when necessary. Coordinate the approval of material submittals and track the status of approval to completion.
  • Conducts weekly QC meetings with the superintendent and provides daily QC oversight and reports as described in project contract documents.
  • Manages Non-Conformance Notices and the Request for Information process though corrective action.
  • Manages and resolves issues in conjunction with the project superintendent and the project manager.
  • Records daily Quality Control observations on all construction activities in daily inspection logs and takes photos of progress. Prepare daily QC reports.
  • Creates, updates and maintains project submittal logs and all other project specific Quality Control reports.
  • Act as a CESCL in the capacity to manage stormwater pollution prevention permits (SWPPP) and perform SWPPP inspections.
  • Conducts preparatory, initial and follow up meetings to establish an understanding of the standards of Construction desired for each definable feature of work. Verifies and documents that all materials received for the project are in conformance with approved submittals, and contract specifications. Verifies all onsite materials are handled and stored properly for use on the project.
  • Conducts preconstruction meetings with the superintendent, construction workers, and all subcontractors prior to the start of each new phase of work.
  • Documents and maintains project specific test and inspection logs. Ensures testing facilities, laboratories, and equipment conform to specification requirements. Verifies testing procedures meet requirements, calibrations are current, and reviews/verifies test reports meet contract requirements.
  • Conducts follow up inspections to verify all work is being performed in accordance with the contract documents and the approved project submittals (Desired results come from what is inspected, not what is expected).
  • Coordinates and documents the testing and commissioning of building systems.
  • Records and distributes Contractor punch list items, Government punch list items, and verifies their completion prior to Final inspection.
  • Documents final inspections, certificates of occupancy and acceptance of completed work.
  • Maintains the project "as-built" drawings on a daily basis.
  • Assembles and submits project closeout documents that include O&M manuals, "as-builts" and warranties.
  • Stops work, if necessary, to resolve matters that affect safety or quality.

MINIMUM QUALIFICATIONS:

Education and Experience:

  • Experience preparing professional correspondence via MS Office suite, email, PDF, and other forms of communication.
  • Five years of Quality control experience on construction projects in the $5-20M range, preferably for federal installations and organizations in the field of construction. At least 3 years' experience as a QC Manager on USACE jobs is required.
  • Working knowledge and experience with USACE Resident Management System (RMS) or similar, to ensure project submittals, QC reports, and documentation are current and up to date.
  • Must possess a high school diploma.
  • Must possess at least five (5) years of relevant construction experience with at least three (3) years as a Quality Control Manager.

Skills and Abilities:

  • Must possess a working knowledge of Adobe Pro, Microsoft Excel, Outlook, PowerPoint, and Word.
  • High level proficiency of written and verbal communication.
  • Must be well organized and be able to work independently with minimal direction.
  • Must have a good understanding of applicable construction laws for local, state, and federal regulatory requirements.

Special Requirements:

  • Must possess OSHA 30-hour Construction Safety certificate, current within the last 5 years.
  • Possess or can quickly obtain a CESCL - Certified Erosion and Sediment Control Lead Certification for SWPPP management and inspections.
  • Valid Driver's License.
  • Must be able to pass a background check and be allowed access to federal installations.

PREFERRED QUALIFICATIONS:

  • QCM experience on USACE construction projects.
  • International Code council (ICC) certified as a Commercial Inspector.
  • Successful completion of US Army Corps of Engineers (USACE) "Construction Quality Management for Contractors" within the last three years.
  • Bachelor's or Associate degree in construction management, Engineering, Architecture, or related field (preferred) or an Engineering Technician with at least 2 years of college
  • ICC B2 Building Inspectors certification is preferred.
  • OSHA 10 Construction Safety Training
  • OSHA 8 Supervisor training, waste operations training is desired
  • Proficiency with USACE RMS system is highly desirable.

PHYSICAL DEMANDS:

Must be able to stand and walk for prolonged periods of time. The position will include prolonged periods of sitting in order to perform administrative duties.

WORKING ENVIRONMENT:

The position will require work to be performed indoors and outdoors. The employee will be exposed to various weather conditions. Other hazards include, but are not limited to working near heavy equipment, noise hazards, chemicals, cleaning products, asbestos, lead based paint, contaminated soils and road traffic.
