Quality Assurance Specialist (Title 32)

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a GS-1910-09 QUALITY ASSURANCE SPECIALIST (TITLE 32), Position Description Number D10650000 in SPMD 4622 and is part of the MO Army Aviation Support Facility Ft Leonard Wood.
APPOINTMENT FACTORS: This is a HARD TO FILL Indefinite Excepted Service position. This is a bargaining unit position. SEE NOTE UNDER CONDITIONS OF EMPLOYMENT BELOW.

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Maximum Military Grade - CW3 (W-4)
Minimum Military Grade - SGT (E-5)
Warrant Officer - Branch 15
Enlisted - CMF 15, MOS 94E or 94R
Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor or wage leader (grade inversion).

GENERAL EXPERIENCE: Must possess experience, education or training involving planning, developing, or administering QUALITY ASSURANCE programs (i.e., supporting the development, acquisition, production, use, maintenance, storage, and supply of products concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items); and using computer and automation systems.
GS-09 SPECIALIZED EXPERIENCE: Must possess 24 months specialized experience which demonstrates a comprehensive knowledge of assigned aircraft, component systems, and support equipment to include aircraft specifications and standards. Experience utilizing aircraft mechanical skills and knowledge in applying QUALITY ASSURANCE to the evaluation and resolution of complex operating and quality issues. A thorough knowledge of the principles, concepts, and methodology of QUALITY ASSURANCE functional programs and skills in applying this knowledge to the planning and execution of aircraft maintenance production and processes. Experience and knowledge of aircraft inspection methods, techniques and practices to detect conditions which may compromise quality and the ability to use precision measuring equipment, gauges and instrumentation for testing and special inspections as required. Experience in applying statistical analysis, sampling methods, and techniques to determine compliance with the established standards and the ability to interpret and apply contract and engineering specifications, regulations, policy statements and other guideline materials.
