The Florida PALM Project (the Project) is an enterprise project to replace the State of Florida's legacy accounting, payroll, and cash management systems, using an enterprise resource planning solution. The Department of Financial Services (DFS) is leading this statewide initiative, which impacts stakeholders and users of the State's financial data including all State agencies.

SPECIAL NOTES:
Four (4) years of professional work experience in Information Technology, Management Information Systems, Computer Science is required. A bachelor's degree from an accredited college or university can substitute for the requiredwork experience.
Additional requirements:

  • Minimum of six (6) years' experience in information technology.
  • Minimum of four (4) years' experience planning and executing system or QUALITY ASSURANCE testing for ERP system implementations.

Preference shall be given to applicants with:
  • Experience implementing or testing PeopleSoft Financials or Human Capital Management solutions.
  • Experience implementing or testing business intelligence reporting solutions.
  • Quality Assurance certification (minimum of analyst certification).

The salary range for this position is $90,000.00 - $105,000.00.
Employees of the Department of Financial Services are paid on a monthly pay cycle.
This position requires a security background check, including fingerprint as a condition of employment.

MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledge and experience applying QUALITY ASSURANCE standards.
  • Knowledge and experience with PeopleSoft.
  • Knowledge and experience applying project management standards.
  • Ability to analyze data, identify problem areas, make improvement recommendations, and implement approved recommendations.
  • Strong teamwork and interpersonal skills.
  • Ability to determine work priorities, assign work, and ensure proper completion of work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.
  • Knowledge and experience in the review and application of Florida Statues and Rules (or other similar laws and rules).

BRIEF DESCRIPTION OF DUTIES:
This position assists in the execution of the Department of Financial Services' responsibilities for the Florida PALM Project, as the lead of the Quality Assurance Testing Team (staff augmentation resources), serves as a state subject matter expert for QUALITY ASSURANCE testing and exercises discretion and independent judgement with respect to matters of significance in planning, preparing, and executing testing for all functional and technical areas. Testing areas led or supported include System Testing, Payroll Parallel Testing, Security Testing, Penetration Testing, Regression Testing, Performance Testing, Conversion Testing, Interface/Integration Testing and User Acceptance Testing. This position requires technical knowledge of PeopleSoft and QUALITY ASSURANCE testing best practices.
Quality Assurance Testing Responsibilities:
  • Serving as the lead subject matter expert for QUALITY ASSURANCE testing functions.
  • Developing, planning, and organizing QUALITY ASSURANCE testing strategies and activities.
  • Developing/guiding the development of QUALITY ASSURANCE testing scripts.
  • Ensuring QUALITY ASSURANCE testing scripts are executed, including fully documenting results, summarizing areas of concern (including priority, risk, etc.), reporting issues and validating fixes address the concern(s).
  • Preparing written reports and verbal communication, on the current status, progress, issues, and risks with ongoing and planned QUALITY ASSURANCE testing assignments for the project's leadership team.
  • Ensuring adherence to standards for QUALITY ASSURANCE testing.
  • Coordinating with the Independent Verification and Validation vendor in matters related to QUALITY ASSURANCE testing.
  • Coordinating with the production support team (Florida PALM Solution Center - Tier I staff) to transition completed implementation related testing activities to the production support team.

Management:
  • Leading a team of professionals (staff augmentation resources) to ensure QUALITY ASSURANCE testing activities are completed accurately and timely.
  • Exercising independent decision making with regard to assignment of team responsibilities.
  • Providing strategic direction to the QUALITY ASSURANCE testing team to ensure Project objectives are met.
  • Recommending actions for selection and recommendation of new staff, termination, and advancement of QUALITY ASSURANCE testing resources.
  • Ensuring staff receive sufficient training to complete their job duties.
  • Ensuring staff adhere to DFS policies.
  • Monitoring team activities to mitigate any issues which might disrupt progress and devises corrective action if needed.

Operational:
  • Coordinating with the Project Director to establish the priorities for QUALITY ASSURANCE testing activities to confirm the development of Florida PALM.
  • Communicating concerns and any contact from state executives to the Project Director.
  • Coordinating implementation activities with the Functional, Reporting, and Technical Architects within the project.
  • Managing the format and deadlines of work products completed by the QUALITY ASSURANCE testing team to ensure they are completed in an organized, thorough, and timely manner.
  • Reviewing testing related deliverables and work products produced by the system implementation vendor to determine the completeness of each activity and the related materials.
  • Applying critical thinking (e.g., don't just solve the problem at hand, solve the core problem).
  • Adhering to DFS policies at all times (e.g., security, dress code, ethics).
  • Coordinating the review, analysis and definition of operational problems and suggested solutions.
  • Applying generally accepted management principles and systems analysis techniques to develop recommendations.
  • Working as a team player and demonstrating a "teamwork" attitude and professional demeanor.
  • Preparing presentation materials and leading meetings as requested.
  • Preparing presentations and presenting at executive steering committee meetings or advisory council meetings as requested.
