Description
Under general direction of the Assistant Director of Public Works, the Public Works Operations Division Manager plans, manages, and directs a comprehensive Public Works Operations maintenance program, including; street, drainage, and landscape and irrigation maintenance.
Principal Duties
- Develop and implement the division budget, monitor expenditures, and seek grants for specialized programs.
- Develop and implement a strategic business plan with long and short term goals for the division, an annual work plan, a street maintenance plan, a bridge maintenance plan, an Americans With Disabilities Act transition plan concerning street and sidewalk infrastructure, and a drainage minor projects plan in coordination with the drainage master plan.
- Oversee and manage street, drainage, and landscape and irrigation operations supervisors and field staff, including; addressing employee concerns and problems, directing work, counseling, and completing employee performance appraisals.
- Supervise street, drainage, landscape and irrigation maintenance activities. Monitor use of equipment and personnel. Establish, update, and implement divisional policies and procedures. Manage maintenance activities through the work management system. Inventory, requisition and maintain supplies and contractor services as needed. Assist in the development and implementation of the drainage master plan. Support City staff implementation of the Texas Pollutant Discharge Elimination System and ensure compliance with the Storm Water Management Program.
- Conduct studies, prepare comprehensive reports and determine cost effective ways for repairing and maintaining streets, sidewalks and related systems, drainage infrastructure, and citywide right-of-way landscaping and irrigation systems.
- Prepare or complete various forms, reports, correspondence, schedules, work orders, work estimates, maintenance reports, purchase orders, specifications, performance appraisals, or other documents.
- Coordinate and assist Police, Fire, Emergency Management and other departments within the City of College Station during emergency situations. Provide 24/7 equipment and labor support during natural disaster events.
- Interact with outside agencies to coordinate construction efforts between city projects and those of other entities include the Texas Department of Transportation, the City of Bryan, Texas A&M University, and others.
- Conduct ongoing field inspection of streets, drainage, landscaping and irrigation for in-house and contracted projects to monitor quality control and project efficiency. Meet onsite with field supervisors to discuss and resolve problems that arise during construction or repair projects or with citizen related issues.
- Respond to inquiries and concerns from residents, businesses, contractors, consultants, code officials and engineers related to streets, drainage, landscaping and irrigation infrastructure.
- Perform other duties as assigned.
Qualifications
Required:
Bachelor's Degree in a field related to area of assignment such as business or public administration, or a Vocational/Technical degree with training emphasis in street maintenance and construction; and five (5) years previous experience and/or training that includes street maintenance, drainage maintenance, irrigation system repair, and supervision; or the equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. Valid Texas Driver's License. Experience working with computers and work management software.
