General Description:
Under the direction of the Human Resources Department Director, this position manages the County’s Health Insurance – Self Insured Program. The manager manages all contracts with Third Party Administrators and other insurance providers. The manager also administers COBRA. The manager is responsible for developing and maintaining an Employee Benefits Handbook.
Examples of Work Performed:
Coordinates the development and completion of required actuarial reports for the health insurance program.
Manages the efficient annual and ongoing enrollment of employees to the various insurance programs.
Manages the accurate reconciliation of insurance enrollment between the insurance administrators/providers and county payroll and other records.
Ensures that all insurance billings and premium collections are completed in a timely and accurate manner.
Administers the County’s COBRA requirements.
Ensures compliance with HIPPA and Open Records Rules as appropriate.
Creates pertinent reports for review by the Human Resources Director and leadership.
Ensures that assigned staff is properly trained and that appropriate performance plans are developed and maintained.
Is responsible for staying up to date with the health insurance market and presenting appropriate information to the Human Resources Director.
Oversees the County's Employee Wellness Program.
Performs other related duties as assigned.
Education and Experience:
Graduation from anaccredited college or university in Health Administration, Business Administration, Public Administration or related field is required.
- Two (2) years of related experience may be substituted for each year of the required education.
Three (3) years of full-time experience in health insurance administration or other responsible analytical or professional work that provided a knowledge of health insurance policies and procedures, actuarial analysis, and related state and federal requirements.
Certificates, Licenses and Registration:
Must have a current valid Texas motor vehicle operator’s license
Must be able to be insured by the County’s insurance carrier
Knowledge, Skills and Abilities:
Knowledge of health insurance administration.
Knowledge of state and federal requirements related to COBRA.
Ability to analyze insurance management information.
Ability to develop and implement insurance and related policies and procedures.
Ability to analyze problems and develop and present alternative solutions.
Ability to plan work of staff compiling insurance and other program data.
Ability to communicate orally and in writing.
Ability to maintain effective working relationships with others.
Skill in the use of computer software to analyze data.
