JOB DESCRIPTION
This position is responsible for routine inspections and investigations of complaints of unsanitary conditions, practices, and nuisances affecting the public’s health in accordance with local, state, and federal law, specifically, the interpretation, implementation, and enforcement of the Code of Massachusetts Regulations, Board of Health Regulations, Mass. General Laws and City Bylaws pertaining to all aspects of Public Health.
ESSENTIAL FUNCTIONS
- Conduct routine, complaint, and temporary inspections of food service establishments to assure compliance with Federal, State, and local codes and regulations. May be required to inspect outside of normal business hours and weekends for temporary food events.
- Review and analyze monthly bacteriologic testing of certain frozen dessert products.
- Investigates violations of and enforces the provisions of Chapter II of the State Sanitary Code, Minimum Standards of Fitness for Human Habitation.
- Prepare findings and issue orders to correct the owners or occupants of the dwelling unit. Conduct re-inspections of dwelling units.
- Prepare documents to issue a condemnation order if, in the opinion of the inspector, the violations pose an immediate threat to the health, safety, and well-being of occupants of the dwelling unit. Responsible for placarding dwelling unit as “condemned” and ensuring the occupants are removed from unit in a timely manner. Requests additional inspections (i.e., building, plumbing, wiring) when warranted.
- May be called in after normal business hours to respond to emergency situations such as fires, significant damage to dwellings/food establishments, etc.
- Perform lead paint determinations in conformity with standard procedures. Determine compliance with or enforce the provisions of the MA Lead Poisoning Prevention and Control regulations.
- Investigate nuisances, filth, and causes of sickness to abate violations and correct unsanitary conditions.
- Conduct inspections of public/semi-public swimming pools and spas, recreational camps for children, and tanning salons for compliance with State Sanitary Code requirements.
- Conducts inspections of body art establishments to determine Board of Health regulation compliance.
- Perform inspections to eliminate vermin and rodents and determine asbestos violations, hazardous spills, obnoxious odors, etc.
- Enforce regulations, prepare reports, and perform related work.
- Investigate violations of the Board of Health regulation Prohibiting Smoking in Workplaces and Public Places and the Massachusetts Smoke-Free Workplace Law; take necessary enforcement action.
- Enforcement of local tobacco regulations with respect to youth access.
- Perform inspection of private sewage disposal systems, witness percolation tests, and review on-site sewage disposal system plans to assure compliance with Title V regulations.
- Prepare accurate and complete records of inspections performed. Responsible for scheduling inspections, maintaining accurate and detailed records of enforcement actions, and monitoring timelines for compliance.
- File complaints with courts for enforcement action; appear in court as necessary to present subject cases.
- Contact with local, state, and federal agencies, personnel, vendors, and representatives of outside organizations, as well as the general public.
- High level of confidential information.
- Errors in performance may cause legal or financial repercussions, considerable confusion, delay, and lead to adverse public relations.
- Perform all other related work, as required.
SUPERVISION
Works under the policy direction of the Board of Health and the supervision and guidance of the Health Agent and Director of Public Health within the Easthampton Health Department.
EDUCATION AND EXPERIENCE
Associate degree in Public Health, environmental sanitation, or a related field with one year paid experience as a sanitary inspector, code enforcement inspector, or sanitarian, or any equivalent combination of education, training, and experience.
ADDITIONAL REQUIREMENTS
Valid Massachusetts Class D or higher driver’s license
If do not have, must have the ability to obtain the following:
- Massachusetts Certified Lead Paint Determinator License
- Certified Food Protection Manager
- Certified Pool Operator
- Massachusetts Licensed Soil Evaluator
- Massachusetts Licensed System Inspector
