Job description

The Massachusetts Department of Public Health is seeking a qualified and experienced EMT to join the Office of Emergency Medical Service (OEMS) as a Compliance Investigator. The Compliance Investigator coordinates and manages compliance cases as they relate to ambulance services, EMS personnel and accredited EMT training institutions. The candidate will provide technical assistance to the Department regarding policy development and evaluation of compliance with Statewide Patient Care Treatment Protocols and training. Access to reliable transportation will be needed as this is a field based position with extensive travel throughout the Commonwealth as well as occasional travel into the OEMS office in Marlborough.

 

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  •        Coordinates and manages assigned compliance cases and compliance case-related Quality Assessment/Quality Improvement (QA/QI) processes in EMS services and EMS personnel licensed/certified by the Department.
  •        Ensures timely and appropriate management of assigned EMS compliance cases, including, at a minimum intake, tracking, assignment, investigation, findings, reporting and resolution.
  •        Maintains and secures all files related to assigned compliance cases and related EMS QA/QI standards and activities and handles all information requests related to these compliance cases and EMS QA/QI.
  •        Serves as the investigator of compliance cases and works with other appropriate OEMS staff who may be involved in investigation.
  •        Ensures all compliance case management and QA/QI activities are conducted in accordance with applicable statute, regulations, protocols, administrative requirements, policies, and procedures.
  •        Serves as a member of the OEMS Compliance Team and makes recommendations and provides input regarding compliance case and QA/QI activity management, resolution, and policy.
  •        Assists the Office of General Counsel, and all other relevant agencies, entities, and persons, in all aspects of EMS compliance case management and QA/QI standards and activities.
  •        Provides consultation and guidance to EMS services and all other relevant agencies, entities and persons regarding EMS QA/QI standards and programs.
  •        Monitors compliance with plans of correction and other remediation.

 

Required Qualifications: 

 

  •      Knowledge of the terminology and standard abbreviations used in health care administration.
  •      Knowledge of the types and uses of equipment, apparatus and materials used in a health care facility as related to emergency medical services.
  •      Ability to analyze and determine the applicability of heath care data, to draw conclusions and make appropriate recommendations.
  •     Skilled to establish rapport, deal tactfully, and maintain harmonious working relationships with persons from varied ethnic, cultural and/or economic backgrounds.
  •     Ability to coordinate the efforts of others in accomplishing assigned work objectives.
  •     Capacity to communicate effectively in oral and written expression. 
  •     Ability to maintain accurate records.
  •     Ability to operate a motor vehicle.
  •     Power to exercise discretion in handling confidential information.

Preferred Qualifications: 

  •        Current Massachusetts certification, in good standing, at the EMT-Paramedic level.
  •        Minimum of four years' continuous Massachusetts certification at the EMT-Paramedic level
  •        Experience with conducting investigations

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in the fields of health care or medical care in a recognized clinic, hospital or medical facility, and (B) of which at least two years must have been in an administrative, managerial or supervisory capacity, or (C) any equivalent combination of the required experience and he substitutions below. 
Substitutions: 
I. A Bachelor's degree with a major in health care administration, hospital administration or public health may be substituted for a maximum of two years of the required (A) experience.* 
II. A Graduate degree with a major in health care administration, hospital administration or public health may be substituted for a maximum of two years of the required (A)experience and one year of 'he required (B) experience.* 
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. 
NOTE:  Educational substitutions will only be permitted for a maximum of three years of the required experience.  Substitutions will be permitted for a maximum of one year of the required (B) experience. 
SPECIAL REQUIREMENTS: Based on assignment, possession of a current and valid Massachusetts Motor Vehicle Operator's license may be required.
