The position requires travel within the assigned region, using personal vehicle reimbursed at state travel rates or District vehicle (if authorized).
Note: This position requires participation in after hours and weekend events.
Job Description: Under supervision, performs complex administrative duties and statistical, financial, or operational data analysis and reporting in support of management decision making in functional area. Identifies trends, discrepancies, and variances to improve the efficiency and effectiveness of operations. May partner with other departments, divisions, outside agencies, and vendors to address business issues. May administer or provide high level support for various projects, grants, contracts, implementation of procedures, and /or any specialized functions.
All District 4 Public Health, County BOH employees are deemed essential employees in the event of an emergency. As such, you may be called on to participate in an event not limited to but including, staffing a shelter, a Specimen Point of Collection Site (SPOC) and/or Point of Dispensing site (POD). When you are called on to participate, you are expected and it will be a part of your job requirement to participate, whether the emergency occurs during or outside regular work hours.
Job Responsibilities
The purpose of this position is to close the gap between local law enforcement and the Public Health, prevention and treatment communities by enhancing the High Intensity Drug Trafficking Area's (HIDTA's) existing partnerships with these communities, This position will require a person with strong communication and facilitation skills as he/she will be collaborating with and educating varied agency and organization members, promoting the use of ODMAP (an overdose mapping tool) collecting relevant Public Health data for information sharing, and providing threat specific quarterly reports. This position will serve as a neutral entity for sharing information regarding overdoses, fire rescue data, medical examiner death data, prison data, law enforcement data, emergency department admission data, drug court data, and any other sources deemed relevant to addressing the current Substance Abuse/opioid threat to our communities.
Due to the nature of the ODMAP program, individual has to meet HIDTA qualifications, including the following pre-requisites:
Debarred, Suspended, and Ineligible Status. This certification is required by the regulations implementing Executive Order 12549, Debarment and Suspension, 44 CFR Part 17 and Maintenance of a Drug Free Workplace (44 CFR, Subpart F). The applicant certifies that it and its principals:

1. Are not presently debarred, suspended, proposed for debarment, declared ineligible, sentenced to a denial of Federal benefits by a State or Federal court, or voluntarily excluded from covered transactions by any Federal department or agency.
2. Have not, within a three-year period preceding this application, been convicted of or had a civil judgment rendered against it for committing fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a public (Federal, State, or local) transaction or contact under a public transaction; violating Federal or State antitrust statutes or committing embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, or receiving stolen property.
3. Are not presently indicted for or otherwise criminally or civilly charged by a governmental entity (Federal, State, or local) with commission of any of the offenses enumerated in paragraph (6) (b) of this certificate.
4. Have not, within a three-year period of this application, had one or more public transactions (Federal, State, or local) terminated for cause or default.
5. As required by the Drug-Free Workplace Act of 1988 and implemented at 44 CFR Part 17, Sections 17.615 and 17.620, the applicant certifies it will continue to provide a drug-free workplace per referenced regulations.

The following are specific and broad expectations of the selected employee:

1. Represent the DPH HIDTA PHA, Lead State Epidemiologist and Program Director/Programmatic PI during meetings, conference calls, email exchanges.
2. Will represent the ODMAP as a programmatic subject matter expert.
3. Represents DPH and District 4 Public Health in a professional manner at all times.
4. Primary responsibility is coordinating with the District Emergency Preparedness Team, Healthcare Facilitator EMS Regional Director, District Health Director, District Epidemiologist(s), others as determined by the District Health Director; appropriate local hospital staff, including hospital emergency management; local first responder communities including law enforcement, fire department, EMS; Healthcare Coalition lead and members, educating on and enrolling in HIDTA's ODMAP.
5. Assists and coordinates in the promotion of the Multi-Stakeholder Opioid & Substance Use Response Plan and HIV/Hepatitis/OD Response Plan.
6. Develop and maintain liaisons with drug investigators, criminal intelligence officers, Public Health officials, fire rescue professionals, medical examiners' offices, prevention and treatment coalition members.
7. Prepare and submit to the DPH OPIOID DEPARTMENT, reports dealing with criminal organizations, drug trends and patterns and potential officer safety with an emphasis of the regional opioid threat and/or other drug related Public Health concerns, including those affecting our veterans.
8. Assist District Epidemiologist, collecting, organize and analyze large amounts of Public Health data and submitting to DPH OPIOID DEPARTMENT.
9. Prepare graphs, charts and other illustrative devices for visual presentation of data, as well as produce bulletins, reports, posters and fliers for educational materials, including Healthcare Coalition meetings.
10. Prepare charts and graphs quarterly submit to DPH OPIOID DEPARTMENT to provide information gleaned from the ODMAP data.
11. Follow-up with agency members entering ODMAP data to ensure accuracy, obtain any follow-up information and produce any threat-specific reports.
12. Other applicable duties as assigned or deemed necessary by DPH HIDTA PHA, Program Director/PI, Healthcare Facilitator.

PHA Duties: As submitted in the Centers for Disease Control and Prevention (CDC) Overdose Data to Action (OD2A) grant application, duties of the PHAs include:

• Working with law enforcement, first responders (i.e. Fire and EMS), medical examiners and coroners, hospitals, and others to introduce, assess interest in and enroll in ODMAP.
• Developing multi-sector partnership and coalitions with communities (I.e. pharmacies, public safety, etc.), community members, and existing Healthcare Coalitions.
• Attending DPH-sponsored trainings.
• Completing monthly reports and/or logs and submitting to DPH and the HIDTA PHA.
• Participating on monthly calls with DPH and HIDTA PHA as needed.
• Other duties as assigned by the Health District.

Recommended duties include:

• Developing and/or assessing local and/or district-level Strategic Plans and assessing opioid-related community needs and gaps.

• Developing local and/or district-level Outbreak Response Plans and supporting state-level Epidemiologists as needed.

Minimum Qualifications
Bachelor's degree in business or related field from an accredited college or university AND One year of experience related to the area of assignment.
Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
Additional Information
Preferred Qualifications:

• Degree and background with EMS or law enforcement background.
• Participated in new program development; development of a Strategic Plan; has worked in one of the mentioned fields; provided a key support role for a state or regional opioid or Substance Abuse/overdose response program.
• Successfully assisted developing workgroups that have or need to develop focused goals and objectives.
• Experience working with law enforcement, first responder, Public Health and healthcare communities.
• Bilingual Spanish/English Language preferred.
