Proposal Manager - Federal/DoD

DTSI is seeking a Proposal Manager to oversee and manage all aspects of proposal development and contract lifecycle activities.  As Proposal Manager you will play a critical role in winning new business opportunities by effectively communicating their value proposition through well-crafted proposals. 
Responsibilities

• Analyze RFPs, RFIs, and other bid documents to understand requirements and ensure compliance.
• Collaborate with subject matter experts, technical teams, and other stakeholders to gather information and insights for proposal content.
• Write, edit, and proofread proposal content to ensure clarity, consistency, and adherence to guidelines.
• Develop and maintain a proposal schedule to ensure timely completion and submission of proposals.
• Coordinate with cross-functional teams to obtain necessary inputs and ensure all deadlines are met.
• Track and manage multiple proposals simultaneously, prioritizing tasks based on urgency and importance.
• Maintain a library of proposal templates, boilerplate content, and other reusable materials.
• Continuously update and improve content based on feedback, lessons learned, and industry best practices.
• Conduct reviews of proposals to ensure accuracy, completeness, and alignment with customer requirements.
• Collaborate with team members to address feedback and incorporate necessary revisions.
• Serve as the primary point of contact for proposal-related inquiries.
• Facilitate communication and collaboration among internal teams involved in the proposal process.
• Stay informed about industry trends, competitor activities, and market developments to enhance proposal effectiveness.

Qualifications

• Proven success in Proposal Development within the Department of Defense (DoD)/Federal government contracting space
• Knowledge of Federal Acquisition Regulation (FAR) / Defense Federal Acquisition Regulation (DFAR) Department of Defense (DoD)
• Experience with Shipley Proposal Process
• Experience in strategic planning, pricing and forecasting
• Excellent written and verbal communication skills.
• Strong project management and organizational skills.
• Proficiency in Microsoft Office and other relevant software tools.
• Bachelor's degree in a relevant field (Business, Communications, English, etc.) or equivalent experience
