Job Description
The Land Development Proposal Specialist (LDP Specialist) is responsible for coordinating the development, completion, and submission of responses to requests for proposals for all phases of the pre-development process. It requires analytical research skills and comprehension of municipalities’ planning and zoning regulations, utility companies’ development processes, and the Texas Department of Transportation development regulations.
It is vital for the LDP specialist to understand all aspects of the Land Development process, OMS Policies & Procedures, including our services, attention to client focus, operational performance, technical knowledge & innovation, and business/client relations.
Duties and Responsibilities:
- Responsible for all aspects of proposal preparation, from inquiry receipt.
- Conduct research for current and prospective clients' pre-Land Development requests, including reviewing deed records, land plans, municipality ordinances, and requirements.
- Drafts, edits, and finalizes proposals, with the interaction of industry partners, consultants, and clients based on zoning and planning regulations, and other legal requirements related to land use.
- Ensure the proposals are prepared within appropriate deadlines, as required.
- High motivation, self-driven, and joy of working in a team environment are critical to be successful in this role.
- Provides ongoing communication with departmental individuals regarding proposal/project status.
- Coordinate consultations including but not limited to conducting a soft project feasibility.
- Manage intakes and prepare daily and weekly updates in project management software.
- Follows up with the clients to formally discuss contract details and respond to their inquiries, concerns, and requests.
- Maintains proposal content and template database.
- May assist in interactive client feedback/client satisfaction process.
- Additional duties as assigned for business needs.
Requirements
- High School Diploma required.
- 3 years experience in proposal/bid writing, preferably in platting, surveying, or engineering.
- Critical and analytical thinking skills that can be applied to a variety of scenarios.
- Excellent organizational skills
- Proficient math skills
- Self-starter with the ability to listen and execute instructions.
- Confident, flexible, and resilient team player
- Strategic and effective time management skills
- Clear and concise written and oral communication skills
- Proficiency with MS Office and Outlook
- Bilingual
Preferred
Bachelor’s degree preferably in Business, Urban Planning, Communications, or related field.
Knowledge of City of Houston Chapter 42 Subdivision Ordinance and platting.
Schedule
- Monday- Thursday 8:00a -5:00p, Friday 8:00a- 2:00p
