Mount Indie is hiring a Proposal Manager to join a business development team at an Aerospace focused Government Contracting firm. The selected candidate will excel at creating compliant, compelling business proposals that result in winning new business with U.S. and international customers. Depending on the experience and background of the candidate, the preferred location for this position is Houston, TX, near the Johnson Space Center.
The Proposal Manager will be responsible for leading all phases of the company’s proposal process in response to DoD, NASA, and Commercial requests for proposals and RFP process.
The ideal candidate will have strong organizational skills and a keen eye for detail. The candidate should also have excellent customer service skills along with the ability to work in a dynamic environment, mission-focused environment.
Responsibilities
- Engages with Business Development and internal stakeholders to craft proposals and develop compelling messages that address the strengths of the company.
- Develops/executes proposal plans, estimates resources (people, schedule, and budget), analyzes RFPs, creates outlines and compliance matrices.
- Ensures on-time delivery of proposals and documents lessons learned to improve processes.
- Performs volume lead and writing assignments as required.
Required Qualifications:
- Must have one of the following: Bachelor’s degree in a technical, management, or business discipline with a minimum of 5 years of relevant proposal experience or Master’s degree in a technical, management, or business discipline with a minimum of 3 years of relevant proposal experience.
- Experience leading proposal volumes and/or performing as a writer on proposals
- Oversee the proposal team and lead proposal efforts to ensure all timelines are met.
- Exercise full responsibility and authority for complex government proposals and bid preparations
- Ensure that proposals are complaint and compelling; introduction and implementation of all necessary proposal procedures and governance
- Ensure proposals are in accordance with FARs or commercially similar regulations
- Coordinate proposal efforts in a matrixed environment (e.g. engineering, programs, contracts, finance and human resources), primes, and subcontractors
- Lead effective storyboarding and development of strategic win themes and discriminators
- Ability to translate technical information into documents for technical and non-technical personnel.
- Guide proposal team writers and financial analysts in preparing the technical and cost components of the proposal, including a firm understanding of how to respond to sample tasks, BOE’s, plans, past performance, and key personnel.
- Develop targeted questions to interview subject matter experts to extract critical information necessary to develop technical and managerial solutions.
- Manage proposal cycle in its entirety from ideation to submittal.
- Willing to work evenings or on weekends on occasion to meet proposal deadlines.
- Ability to organize, balance and prioritize multiple tasks simultaneously in a highly dynamic aerospace engineering services and manufacturing environment
- Strong computer skills including MS Office required (Word / Excel / PowerPoint) & Adobe InDesign
- US Citizenship required
Preferred Qualifications
- Experience leading proposals with values greater than $25 million to DoD, NASA, and/or commercial aerospace and defense customers.
- Experience with US Government Procurements including NASA and DoD programs, proposals, and contracts.
- Trained / experience in proposal management standards such as Shipley
- Excellent skills in critical thinking, writing, editing, visual element planning, and BOE development.
- Experience with organizational effectiveness and operations implementing best practices.
- FEDSIM proposal experience a plus.
