Proposal Manager

Bristol Bay Construction Holdings (BBCH) is growing! BBCH is looking for a seasoned Proposal Manager to join our Environmental team. The ideal candidate will work collaboratively with our teams to manage the proposal efforts of multiple contract pursuits and create proposal submittals. Responsibilities

• Manage all phases of the proposal response process across multiple efforts simultaneously.
• Understand capture strategy and interface with sales/capture lead.
• Work with a cross-functional proposal team for each effort and facilitate required meetings.
• Thoroughly assess Requests for Proposal (RFPs)/Requests for Information (RFIs)/Requests for Quotation (RFQs).
• Create and manage a compliance and response matrix to ensure RFP compliance.
• Create and manage a proposal schedule to ensure milestone and delivery requirements are met.
• Draft and/or enhance proposal response components, including management approaches, past performance, resumes, and more as needed.
• Work with staff to write staff resumes and ensure consistency with templates.
• Conduct milestone proposal reviews; adjust the proposal development schedule accordingly to accommodate corrective actions.
• Clearly and consistently communicate proposal development strategies, plans, and needs to all proposal team members.
• Manage storyboard/mockup process and strategy sessions.
• Assist with content development and ensure consistency across technical/ management, administrative, and price volumes.
• Gather proposal information by identifying sources of information; coordinating submissions and collections; and identifying and communicating risks associated with proposals.
• Develop win themes and incorporate strategies from review teams for final proposal drafts.
• Format and tech edit final response package, perform final quality control and compliance check, and provide timely submission of all proposal deliverables.
• Coordinate with internal and external stakeholders for data collection and preparation.
• Prepare and develop materials for follow-up activities, including discussions responses, debriefs, closeout tasks, boilerplate development, and data collection.
• Prepare data call responses to prime contractors.

Qualifications

• Bachelor’s degree in Environmental-related industries, Marketing, Communications, Public Relations, Journalism, Business, or equivalent experience.
• Experience in responding to RFPs, requests for quotations (RFQs), and government inquiries about the company's capabilities.
• Requires a minimum 3 years of federal proposal management and writing experience, Department of Defense, and Federal Environmental Industry experience, including SF330s. Competencies

• Ability to respond quickly to changes in requirements, internal direction, priorities, etc.

• Strong multi-tasking, organizational, and time management skills.
• Skilled at working collaboratively across a variety of working and management styles.
• Proficiency in Microsoft Office Suite.
• Proficiency in the American English language (composition, spelling, grammar, and punctuation).
• As a condition of employment, you may be required to pass a pre-employment drug screening and have acceptable references and background check results.

Physical Requirements
Essential and marginal functions may require maintaining physical condition necessary for bending, stooping, sitting, walking or standing for prolonged periods of time; most of time is spent sitting in a comfortable position with frequent opportunity to move about. Near visual acuity to review documentation, ability to hear and understand speech at normal room levels. Must maintain a constant state of mental alertness at all times. Working Environment
Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, and mouse. The work described herein is primarily a modern office setting.
Compensation
$90,000 - $115,000 yearly
