We are looking for a Proposal Manager to oversee and contribute to the Requests for Proposal / Information / Quote process. We are a rapidly growing small business that specializes in public health research, information technology, and business services for the federal government. The primary role is to manage the proposal process from cradle to grave.
Responsibilities
· Reports to Director of Business Development (BD)
· Provide BD and Consultants proposal support
· Manage the proposal process from cradle to grave (Solicitation release thru award), directing the efforts of technical and proposal staff
· Assist with review of opportunities from federal sources
· Record and report on proposal KPI metrics and proposal pipeline status report
· Manage updates to Business Development tools (proposal templates, boilerplate text library, etc.)
· Work with Subject Matter Experts to develop presentations for ad-hoc opportunities
· Work well in a fast-paced environment - self-starter, take initiative
· Develop / Update Marketing materials to support Leadership
· Development of pricing strategy and cost spreadsheets for federal service contracts
· Develop tables and graphics to represent processes, experiences, or other proposal elements
· Editorial review of proposals, white papers, RFIs, and other BD documents
· Maintain database of proposal content
· Oversee and execute proposal production, packaging, and shipment
· Communicate directly with potential teammates and government clients
Qualifications
· Exceptional skills for multi-tasking and attention to details – especially when reviewing complex proposals against highly detailed evaluation criteria
· Monitor federal sources (GovWin, BETA.Sam, etc.) and perform Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis for new opportunities
· Research and review of technical information to develop proposal content
· Collaborate with Subject Matter Experts (SMEs) or technical staff to solicit content for proposal inclusion
· Support development of pricing strategy and preparation of cost spreadsheets
· Develop graphics to represent processes, experiences, or other proposal elements
· Editorial review of proposals, white papers, RFIs, and other BD documents
· Schedule and support proposal” color” reviews (i.e., Red Team)
· Configuration Management -- Maintain database of proposal content (tracking log)
Education and Skills
· Bachelor’s degree in English, Journalism (Technical Writer) or 5+ years comparable skills
· Minimum of 5 years’ in proposal writing/management (government writing a plus).
· PMP Certification (a plus)
· Microsoft Office (Word, Excel, PowerPoint, Outlook), ADOBE Pro

Pay: $80,000.00 - $110,000.00 per year
