Position: Proposal Manager

Location: BTAS Corporate Headquarters, Beavercreek, OH
Security Clearance Required: None
Position Type/Standard Work Hours: Full-time/40 hours per week

Our core services include Information Technology (IT), Engineering, Cyber Operations/Support, Cybersecurity Information Assurance (IA), Risk Management Framework (RMF), System and Network Administration, program management, and project management.

Summary/Objective:
To provide proposal team management to the BTAS corporate office. The Proposal Manager plays a significant role in BTAS achieving strategic goals; because well-constructed, well written proposals are essential for business growth and continuity.

The Proposal Manager will be responsible for the full lifecycle of proposals, including RFP vetting, writing, editing, and submitting final products for government proposals and other written material. They will provide oversight for the entire proposal effort, such as past-performance, programmatic, cost, and technical volumes, with support from an experienced proposal team. They will survey the business development pipeline and review capture plans to assist in leading the proposal team in the development of high quality, winning solutions.

This position necessitates knowledge of Shipley proposal development processes as well as DoD acquisition processes.

The Proposal Manager is a member of a multi-disciplinary team that includes executive level personnel as well as business development personnel, proposal team members, contract operations, graphic artists, and other technical personnel, as well as all levels of administrative support (HR, finance and accounting, contracts, IT, etc.). Interaction and collaboration often include representatives from other companies that are partners with BTAS (as our subcontractor, as our prime contractor, or as a fellow team member company), and occasionally government customer representatives.

Although every effort is made to do assigned work during normal work hours, proposals and other projects may require working extended hours including weekends on relatively short notice in order to meet schedule deadlines.

Primary Responsibilities:

Communicate and coordinate with senior leadership to ensure alignment of Proposal Team efforts with strategic objectives, both as a prime contractor and subcontractor.

  • Review and analyze Government solicitation documents (e.g., RFP, FOPR, RFI, Sources Sought).
  • Develop solicitation-compliant outlines and compliance matrices.
  • Provide original writing for proposals and marketing materials in response to initiated RFPs/RFIs (e.g., Past Performance, Management, Technical, Pricing, Model Contract volumes, etc.).
  • Plan and lead proposal kick-offs, color team reviews (e.g., Pink/Red/Gold Team) and subsequent document revisions for proposals.
  • Ensure review results are documents and communicated with key proposal stakeholders.
  • Interact with Subject Matter Experts to gain critical intelligence to develop well-written proposal responses.
  • Proof and edit technical and non-technical documents for accuracy, compliance, and consistency.
  • Collaborate with members of business development, cost, and product teams to ensure proposal content is complete, accurate, and timely.
  • Collaborate and facilitate tag-ups with points of contact from other organizations, including teammates, corporate employees, and other stakeholders to schedule critical reviews.
  • Plan and lead final production of proposal, including final White Glove review, submission of proposal documents per RFP instructions.
  • Facilitate post-submission review of process (after action review) for continuous improvement purposes.
  • Writing support, including analysis of writing requirements, creation of unique templates using MS Word.
  • Conduct internal/external contract research for new opportunities and in support of Capture Manager needs.
  • Support Capture Manager development of win strategies/themes, gathering of competitive intelligence, and research into prospective teammates.
  • Support maintenance of reusable guidelines, templates, and documented processes for training and continuous improvement purposes.
  • Manage Proposal Team priorities and responsibilities based on individual and team capabilities.
  • Provide training and guidance for Proposal Team members to continually develop team capabilities.
  • Proactively identify areas for continuous improvement, to include tracking key metrics and reviewing trends for potential concerns or opportunities.

  • Exceptional time management and communication skills, including the ability to work with busy senior executives and extremely tight deadlines.
  • Highly organized and detail-oriented, with a track record for compliance with strict document standards (format, page limitations, special markings, etc.)
  • Ability to read and understand Government RFPs and other solicitation documents, and to develop solicitation-compliant outlines and compliance matrices.
  • Excellent editing skills, following accepted rules of grammar, style, tone, and form that are appropriate for the audience.
  • Strong interpersonal skills (collaborative, relationship builder, motivates others).
  • Ability to cope with the pressures associated with meeting tight deadlines, supporting multiple simultaneous activities, and producing documents with exacting requirements for content and quality.

Required Education and/or Experience:

  • Bachelor's degree in English, Communication, Marketing, Creative Writing, Technical Writing, Journalism, or related field.
  • Minimum three (3) years of relevant experience.
  • Experience implementing Shipley business development and proposal writing processes.
  • Demonstrated ability to lead a small team within rigid schedule and cost constraints.
  • Demonstrated initiative to overcome unique challenges with little/no oversight.
  • Excellent verbal and written communication skills are essential.
  • Ability to produce (author) well-written written content based on interviews with or notes from content providers and subject matter experts.
  • Expert level user of MS Office products, especially Word, Outlook, PowerPoint, and Excel, and the ability to produce documents that integrate products or elements developed in other tools.
  • Familiarity with Adobe Acrobat and Adobe Creative Cloud products, and ability to develop and edit/modify business graphics utilizing Adobe Creative Cloud products.
  • Familiarity and practical experience utilizing Microsoft SharePoint for collaborative document development and document configuration management/control.
  • Familiarity with federal government, military, technical, and engineering concepts, terms, and acronyms, especially those related to USAF and/or DoD business.
  • Experience utilizing bid opportunity tools (e.g., GovWin.).
  • Experience reading and analyzing Government solicitations and corporate proposals as well as developing solicitation-compliant outlines, compliance matrices, and writing plans.

Desired Education and/or Experience:

  • Formal Shipley Training.
  • Skilled with media planning and development; including posters, brochures, interactive DVDs, web-based video, animations, presentations, digital photographs, exhibit displays, invitations, and illustrations.
  • Experience with social media and web design/development.

Supervisory Responsibilities:
This position supervises the work of others.

Work Environment:
This job operates in a professional office environment and routinely uses standard office equipment.

Physical Demands:
Must be able to operate a computer and other standard office equipment. Must be able to remain in a stationary position, 80%.

Travel:
Very little.
