Job description

Manages the activities of the program finance, cost control and program scheduling function in federal government contract environment. Performs complex financial analysis of budgets and schedules needed to meet contractual/project requirements for assigned program or programs. Assesses program performance and tracks the performance against program budgets. Acts as a key technical expert on financial analysis issues. Establishes and defines program plan requirements for assigned work. Coordinates interdepartmental development of program plans and interfaces with vendors and customers as required. Monitors and reports performance against plans to ensure that contractual cost and schedule objectives are met. Provides reporting of key program metrics to senior management. This position is REMOTE.

Responsibilities and Essential Duties:

  • Working with the team, manage the daily completion of assigned tasks in support of the accounting function for the consulting division.
  • Prepare Estimate-At-Completion/-To Completion and perform variance analysis.
  • Prepare journal entries and review accounting classifications in accordance with generally accepted accounting principles.
  • Provide regular supervision, training, feedback, coaching and development to ensure excellence in team performance.
  • Work closely with project managers to track and control costs on projects, as well as analyze data to provide solutions to keep projects on track for financial profitability.
  • Prepare invoicing, journal entries and any other documentation needed to process the life of a contract.
  • Prepare sales order and purchase order documents in accordance with customer and vendor agreements.
  • Responsible for accurate revenue recognition on consulting projects.
  • Prepare and analyze the cost report and audits for assigned programs.
  • Responsible for project assignments and staffing to ensure division’s needs are met.
  • Coordinate the performance of contract close out duties along with PMO office.
  • Verify documentation for new contract awards and set up projects for tracking.
  • Monitor and evaluate accuracy of data input as it relates to consulting accounting (ex: NetSuite and OpenAir project information, project worksheets, project folders, etc.)
  • Establish and maintain project WBS including revenue and billing formulas
  • Contribute to process improvements to gain operational efficiencies within the consulting division.
  • Assist management with various projects required for reporting and analysis.
  • Estimates staffing needs, assigns work, recommends candidates for employment, makes recommendations for termination, conducts performance evaluations and salary reviews for assigned staff.
  • Contractual reporting and analysis.
  • Review contract customer requirements and project scope to achieve project objectives.
  • Track, reconcile and resolve unbilled AR issues.
  • Monitor and maintain contract funding and modifications.
  • Support project risk management.
  • Review project performance and provide project forecast data.
  • Generate adhoc reports to support the Consulting management team
  • Work in close cooperation with all other areas of the organization.
  • Complete other work tasks, as assigned.

Qualifications:

  • BS degree in Business Administration, finance, accounting, or similar discipline, or equivalent experience.
  • Minimum 8-10 years of experience in Finance or Accounting
  • 5 + years of experience in government contract accounting practices
  • 2+ years of accounting supervisory/manager experience
  • CPA or MBA a plus

Knowledge/Skills/Abilities:

  • Demonstrate knowledge and understanding of proper accounting treatment for consulting projects, including accounts receivable transactions, general ledger and account reconciliations.
  • Previous experience with major Accounting ERP systems
  • Professional attitude while interfacing with customers regarding collection issues and disputes.
  • Fundamental knowledge of GAAP, FAR, DFARS procedures and standards
  • Proficiency with BI tools; NetSuite OpenAir and CRM preferred
  • Ability to lead team performance and motivate, develop team members
  • Ability to read and understand complex documents from vendors and government agencies.
  • Effective written, verbal and interpersonal communication skills
  • Skilled at multitasking and working in a high pace, deadline-driven environment
  • Ability to produce readable, concise and accurate documentation
  • Sound business judgment, strong analytical skills, and creative problem-solving
