Position Overview
The City of Henderson announces an examination to create an eligibility list and to fill one (1) vacancy for the classification of Utility Services Project Controls Specialist in the Department of Utility Services. The eligibility list may be utilized to fill vacancies for this classification for up to one (1) year.
Under general direction, assists with coordinating daily projects for the department including the development and management of schedules, budgets, contracts, agreements, procurement documents, and reports related to the Utility Services Capital Improvement Program (CIP); conducts efficiency studies; participates in asset and fiscal management activities; and manages and implements assigned projects; and performs related duties as assigned.
Examples of Duties
  • Assists the Project Controls Coordinator with project managers and teams to ensure the integrity of the project delivery system is maintained; coordinates the preparation and routing of forms related to project schedules, budgets, contracts, agreements, procurement documents and reports; assists in monitoring, evaluating, and reporting project changes
  • Performs financial analysis; develops, maintains, and disseminates complex financial reports and critical project information regarding budgets and cost, scope changes, planned versus actual schedules, work accomplished, and earned value of work completed during the projects period; develops and maintains multiple financial reports and assists in the year-end close process as it relates to financial close of CIP projects
  • Prepares and monitors budgets, financial analysis and forecasting, capital improvement, and asset management plans that support long and short-term goals and objectives; researches and prepares related complex data reports, analysis, presentations for management, and policies and procedures
  • Develops, oversees, revises, and maintains an enterprise-wide project reporting and document management system
  • Executes special projects related to financial system auditing, technical financial analyses, and fiscal impact studies, or any other projects related to CIP activities
Additional Position Information
  • This position may be eligible for remote work up to two days per week; at least 50% of work time must be spent in-person onsite.

    Minimum Qualifications
    • Bachelor's Degree from an accredited college or university in business administration or a related field
    • Two (2) years of experience in the following areas: project budget/cost controls, financial, administrative, and/or business analysis which must include analytical experience working in a utility setting
    • Note: An equivalent combination of related training and experience may be considered

    PAID TIME OFF (PTO)

    • Second year through fifth calendar years of service - 22 days

    Bereavement

    Banked Holidays
    • Holidays that fall on a day the employee is not scheduled to work will be banked. Employees may accumulate up to 152 hours of banked holiday hours at any given time.
    Floating Holidays
    • Employee credited with two (2) floating holidays at the beginning of each calendar year. If hired prior to July 1, employee will be credited with two (2) floating holidays and if hired between July 1 and October 31, employee will be credited with one (1) floating holiday.

    • Four day, 9.5 hour work day, 38 hour work week.
    • Four day, 10 hour work day, 40 hour work week for Police PERS positions.
