Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. The Opportunity
WSDOT is seeking a skilled Program Specialist 5 to support the Accounting and Financial Services (AFS) division in Olympia, WA. In this role, you will serve as the Purchasing Card Administrator for the WSDOT Purchasing Card Program. This highly skilled incumbent is the program expert required to administer the Purchasing Card Management System (PCMS) and conduct continuous monitoring of the program while providing training and outreach to the department staff. Acting as the purchasing card liaison, this position advocates with external organizations and supports the AFS mission of delivering high quality financial services, consultation, and training that support WSDOT in providing safe, reliable, and cost-effective transportation options to improve communities and economic vitality for people and businesses.
What to Expect
Among the varied range of responsibilities held within this role, the Program Specialist 5 will:
  • Administer and manage WSDOT's statewide Purchasing Card (P-Card) Program.
  • Manage all components of the program consisting of 1000 P-Card accounts, and 1500 (PCMS) users.
  • Advise staff on all purchasing card program components.
  • Direct and oversee all program activities, priorities, and objectives.
  • Consult with IT, management, and P-Card users on the overall functionality and operation of the P-Card program.
  • Analyze the program for improvements/efficiencies and recommend changes based on department needs and industry standards. Analyze, develop, and implement solutions for procedural change.
  • Administer the Purchasing Card management System (PCMS).
  • Responsible for ensuring records of authorized users, cards, and system access are accurately maintained with adequate internal controls.
  • Provide training, consultation, and outreach to WSDOT P-Card users. Develop and coordinate program training material to include general purchasing and financial rules, regulations, and PCMS procedures.
  • Supervise and train the P-Card Coordinator position; Assign and review work of direct reports.

Qualifications
To be considered for this opportunity, the following are required:
  • Bachelor's degree in supply chain management, business administration, or related field. (Additional work experience may substitute for education.)
  • Minimum four (4) years of procurement, accounting, or program management experience.
  • Demonstrated ability to analyze and interpret data from financial systems.
  • Demonstrated ability to recognize and solve difficult and complex problems, and to provide sound advice and consultative guidance to region and division staff.
  • Demonstrated ability to communicate effectively.
  • Demonstrated ability to work with very little supervision and make independent decisions within scope of duties.

It is preferred that qualified candidates also have:
  • Master's degree in accounting, business administration, logistics management, or allied field.
  • Six (6) years accounting, procurement, or program management experience.
  • Current Certified Purchasing Card Professional (CPCP), Certified Professional Public Buyer (CPPB) or equivalent certification.
Important Notes
  • This position requires travel to department locations statewide and stay for up to four consecutive days at a time; maximum of ten days a month.
  • This position may be eligible for partial telework after training period. Will require a minimum of one day per week in Olympia HQ office with required adjustments for deadlines and workload peaks.
  • This recruitment may also be used to fill additional positions per business needs.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
