POSITION OVERVIEW
The Program Manager, Youth Workforce Development (YWD) is an Emerald Cities Collaborative employee and helps implement, coordinate, and market Emerald Cities Collaborative (ECC)-SoCal program initiatives. The Program Manager reports directly to the SoCal Regional Director but is part of the larger SoCalREN program team. The Program Manager will manage the daily activities of the Sr. Program Coordinator of the GPC Program and perform daily activities of the ACES Program across SoCal. This includes management of staff conducting marketing and outreach, intake, coordinating training programs, support and tracking training participants, and program reporting. The candidate must be comfortable working with different stakeholders including high school students, parents and administrators, employers, training providers, program partners, community partners, and government officials.
Job success entails effective program administration that increases jobs and opportunities for disadvantaged residents in the clean energy economy. Sample activities includes developing and participating in outreach events; conducting youth and local worker outreach; and coordinating community college, high school and community partner resources to support the ongoing implementation of the ACES and GPC Programs. The candidate will have professional growth opportunities and will gain knowledge in sustainable development, energy efficiency, workforce and small business development.
Location: Remote
Travel may be required to attend in-person ECC-SoCal/SoCalREN meetings, trainings, events, retreats, and conferences.

Salary: $75,000-$82,000
RESPONSIBILITIES
Emerald Cities Collaborative
Participate in national team meetings
Collaborate and knowledge sharing with other Emerald Cities Chapters
SoCalREN
Scheduling, staffing, and maintaining basic documents such as agendas and minutes for SoCalREN meetings and working groups.
Working with REN contract managers to assure compliance with their requirements.
Staffing ECC-SoCal consultant team meetings.
Assist with monthly and quarterly reporting
ACES (Architecture, Construction, Engineering Students) Pathway Program
Manage outreach to high school students, and coordinate with faculty and staff to identify students interested in participating in the ACES Engineering Pathway Program;
Manage outreach to potential employers to identify internship opportunities that will provide students with an opportunity to engage and learn about careers in the design and construction industry.
Identify WORKFORCE DEVELOPMENT organizations along with the Sr. Program Coordinator to provide ACES students and local workers with resources to address barriers to access and participation, unique skills-building workshops and training (i.e., interview skills, time management, pre-apprenticeship training) to maximize employability and successful internship completion.
Work with the Sr. Program Manager to establish a network of WORKFORCE DEVELOPMENT or training collaborators that serve youth and provide specialized services for emancipated foster care youth attending local high schools.
Manage the placement of students in public and private sector internships, while establishing employer relationships for continued communication, evaluation and internship placements.
Manage the tracking and monitoring of the enrollment, training, and placement of students, and establish employer and student evaluation processes. Determine feasibility of internship site visits for ongoing student support and employer satisfaction.
Prepare reports that provide the demographic profile of participating students, number of enrolled students, employers, number of available internships, number of internship placements, and number of completed internships.
Assist with conducting presentations at high schools, community colleges and for community resource partners.
Assist with the expansion of the ACES program into SoCalREN territories.
Help develop collateral materials for program initiatives, and update fact sheets, data reports, and program website content.
Help develop strategies to increase access and internship placement opportunities through strong industry partnerships.
Other miscellaneous duties as assigned.
Green Path Career (GPC) Program
Manage Sr. Program Coordinator daily activities such as outreach to transitional youth and identify students interested in participating in the GPC Program.
Oversee the tracking and monitoring of the enrollment, training and placement of participants.
Prepare reports that provide demographic profile of participating youth, number of enrolled participants, employers, and job placements.
Conduct training workshops regarding resume building, interview preparations and job search assistance.
Help develop collateral materials for program initiatives, and update data reports and program website content.
Oversee case management provided to participants by Sr. Program Coordinator.
Other miscellaneous duties as assigned.
EXPERIENCE & QUALIFICATIONS
Bachelor of Arts/Science with 3-5 years’ experience working with at-risk youth/young adults; Masters preferred.
Associate degree acceptable with 5-7 years of related professional experience
Detail oriented with proven administrative/management skills.
Communicate effectively - verbally and in written form.
Ability to work under pressure and to multi-task - organize and track multiple trainings, campus schedules, enrollment procedures, and student/participant achievement.
Experience working with stakeholders.
Takes initiative and ability to work independently.
Act judiciously under pressure and adhere to established protocols and procedures at all times.
Use the Microsoft Office software to perform presentations, tracking, desktop publishing, and other professional software.
WORK ENVIRONMENT
ECC currently offers a primarily teleworking environment. We encourage employees to be located locally so we can support local travel to program sites or with program partners. Occasional in office time may be required. Standard office environment with fluorescent lighting, computers, standard office equipment, and air conditioning. Moderate noise level with a shared workstation. Work involved is both indoor in a professional office setting and outdoors at community events. We will consider remote candidates where such arrangement is compatible with our operational needs.
