This position is within the Air Force Division of SPA and will fall under the Air Force Engineering and Analysis Group (AFEA) which provides analytic support to various programs across a diverse clientele that extends across the Joint Staff, HQ USAF, Air Combat Command, Air Force Material Command, and the Air Force Nuclear Weapons Center. AFEA provides a wide range of analysis to include supporting resource allocation decisions, wargaming, targeting, courseware management, Integrated and Air Missile Defense, Program Office Support, and analysis of military operations and joint training assessments.
SPA has an immediate need for a Program Manager to support the onsite SPA team at Hill Air Force Base, UT.
SPA is looking for a Program Manager to join our Payloads team for an exciting opportunity supporting the Sentinel Intercontinental Ballistic Missile (ICBM) weapon system and integration of a new warhead with a new reentry vehicle. The Program Manager will assist the Air Force Nuclear Weapons Center (AFNWC) Lead Project Officer (LPO) to coordinate nuclear weapon projects and their associated requirements detailed in Department of Energy (DoE), Department of Defense (DoD), and United States Air Force (USAF) directives. The Program Manager is a multifaceted position that will lead a team ensuring acquisition program milestones and objectives are anticipated, required program events are scheduled and facilitated, and program related tasks are properly coordinated. Lead tasks and project reporting for the WXX LPO, including but not limited to developing and managing program reviews, plans, procedures, analyses, and other related tasks. Assist the WXX LPO and Sentinel Payloads Division with program analysis, requirements review, documentation, risk management and program management. Integrate program acquisition risks, schedules and milestones. Acquisition responsibilities also include coordination with the Integrated Master Schedule (IMS), update roadmap entries, and interface with various agencies including DoE national labs. Develop briefings, program plans, spreadsheets, and performance measures for technical programs in reaction to short suspense demands with minimal input from managers or customers. Lead a sub-group as assigned to include arranging and running meetings, tracking action items, and submitting minutes. The WXX team will consist of a PM, a PM/PTM, and an engineer located at Hill AFB. The team will be very closely aligned with the W87-1 (Mk21A) LPO team (ISC is located at Hill AFB and the gov’t team is split between Kirtland AFB and Hill AFB). The position will require travel averaging about 10-20%.
Required:
- Active secret clearance adjudicated in the last 6 years, and eligible to obtain and maintain a Top Secret clearance and all required Special Access Program (SAP) clearance
- BA/BS degree and 10 years of experience in direct program management; or MS degree + 8 years of experience
- Outstanding analytic and problem-solving skills
- Must have the ability to work in a dynamic environment and effectively interact with numerous DOD, military/civilian personnel and industry partners
- Strong communication skills (oral and written) commensurate with expected mid- to senior-level civilian and military participants from various U.S. Government agencies

- Knowledge of/experience with any of the following: microelectronics, Nuclear Surety, Cybersecurity, System Safety, System-Theoretic Process Analysis for Security (STPA-Sec), and Model-Based Systems Engineering (MBSE)
