IOWA ARMY NATIONAL GUARD - TITLE 5 EXCEPTED SERVICE POSITION
Open to current-on-board Title 5 and Title 32 technicians of the Iowa Army National Guard. Military membership is not required, and Veteran's Preference applies.

This position is a Title 5 Excepted position open to current-on-board (TITLE 5 and title 32) technicians of the Iowa Army National Guard. Military membership is not required, and Veteran's Preference applies.
Duties
As a PROGRAM MANAGER (JOINT RESILIENCY DIRECTOR) (TITLE 5), GS-0340-13, you will perform the following duties.
1. Advises the Adjutant General (TAG) on all matters pertaining to management, distribution, utilization, development, and support while being the focal point, responsible for planning, overseeing, and directing the activities of state or district programs which include Violence Prevention, Family Programs, Resilience and Risk Reduction, Yellow Ribbon, Transition Assistance, Employer Support of the Guard and Reserve (ESGR), Resourcing & Outreach, Religious support, Behavioral Health, Children & Youth, Youth Challenge, and Wellness, with the overall grade supervised at least at the GS-11 level. The incumbent plans the work accomplished by subordinate divisions and branches, sets, and adjusts short-term priorities, prepares schedules based on consideration of monitors, communicates, and coordinates specific program functions to ensure compliance of all regulatory, and budgetary constraints for any potential adverse impact, and coordinates while communicating with the Judge Advocate Office on potential legal consequences. Coordinates policies, plans, programs, and requirements at the senior leadership levels within the state or district, and The Adjutant General's Office. This position may be required to serve on a broad range of committees and boards which formulate recommendations on policy, resource allocation, and future planning, and provides feedback to senior leadership.
2. As the Director for the Joint Resiliency Directorate, ensures that all regulatory reporting requirements are accomplished within the required timeline, provides documentation for any requirements not met with a follow-on plan of resolving any unmet requirements. Responsible for the welfare and morale of the directorate, and enforces the cultural standards on conduct, performance, and discipline for assigned personnel. Creates a healthy climate where members are treated with dignity, respect, and inclusion; and where harassment, assault, or unlawful discrimination of any kind is not tolerated. Continually cultivates a culture of compliance and accountability while promoting a cohesive workforce. Supports the professional and personal development of subordinates, strengthening their physical mental, social and spiritual resiliency in an effort to build a well-rounded work force. Professional development includes formal mentoring, professional military education, academic opportunities, and other broadening opportunities.
3. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time.
4. Represents the Adjutant General and Joint Resiliency Directorate on a variety of state and National Guard functional area organizations. Establishes, develops, and maintains effective working relationships with all serviced organizations and all senior staff members within the state. Ensures subordinate staff elements provide customer guidance and training. Participates in special projects and human capital initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of manpower/personnel issues that impact units, organizations, or commands.

Requirements
Conditions of Employment
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Perform irregular/overtime hours in support of operational requirements and contingencies
  • Failure to complete prescribed courses may be cause for reassignment or termination of FTS.
  • The incumbent must obtain and maintain appropriate security clearance.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This will not exceed 14 days per year unless otherwise approved in advance by the TAG.

Qualifications

MINIMUM EXPERIENCE: Experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:GS034013- Applicant must have at least 36 months of the following experience:
  1. Analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources.
  2. Must have knowledge of the organization and its mission and utilized the organizational staff procedures.
  3. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions.
  4. Experience in managing the function of the work to be performed.
  5. Experience which includes leading, directing and assigning work of personnel.

Education
Substitution of Education for Specialized Experience - Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.

Additional information
SECURITY CLEARANCE REQUIREMENT: Employment is subject to attaining and maintaining a clearance as required by this position.
