NAVSEA Warfare Centers (NSWC/NUWC) is Hiring a PROGRAM MANAGER Near Washington, DC

SummaryYou will serve as a PROGRAM MANAGER in the Surface Ship Modernization Program, Surface Warfare Directorate (SEA21) of NAVSEA HQ FIELD SUPPORT. You will under TEAM Ships, provide the U.S. Navy with a single, platform-focused organization that concentrates knowledge, management skills and buying power for all non-nuclear surface ships. SEA21 plays a key role in the sustainment of affordable, technologically sophisticated war-ready surface Navy ships and associated weapons and control systems.

Duties
  • You will be a recognized expert for programmatic, engineering, budgeting and logistics issues on Large Surface Ships and develop, coordinate, implement and provide wide program responsibility for ship maintenance, improvements and modernization.
  • You will develop and maintain funded/unfunded requirements for annual input and quarterly updates to program office Financial Division to fund resolution of fleet issues.
  • You will develop and maintain an integrated and prioritized Six-Year Modernization Plan in support of Future Years Defense Program Total Ship Execution Plan and its associated budget for assigned ships and map plan in the POM budget submit.
  • You will solve broad engineering and logistic issues and implement strategic plans within and across organizational components like Planning Yards, Naval Surface Warfare Centers, Program Executive Offices and numerous Alteration Installation Teams.
  • You will conduct senior level visits with Fleet, TYCOM, and ships to formulate and implement Team Ships strategy and policy for management of product lines as related to modernization.
  • You will exercise extensive knowledge of Fleet Modernization Program and Planning, Programming, and Budgeting System (PPBS) and provide leadership for development of long term strategic plans for maintenance and modernization of assigned ships.
  • You will prepare numerous written presentations, communicating the Program Manager's position on various life cycle management issues to senior DoN personnel.
  • You will establish annual requirements and input to existing as well as future engineering services contracts which includes preparation of Statements of Work to be used for the solicitation of proposals and contract award.
  • You will lead efforts in planning and executing Life Cycle Support and Fleet Modernization Program for Large Surface Ships and plan, organize and direct work to be accomplished, setting priorities and preparing schedules for the completion of tasks.
  • You will lead, guide, and mentor employees and program team members in dealing with highly complex problems, such as resolution of numerous issues relating to procurement, design, and execution of modernization systems.

  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
QualificationsYour resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector.
