DC Department of Human Resources is Hiring a Program Manager Near Washington, DC

Job SummaryThis position is located in the Department of Employment Services (DOES), Office of Labor Standards. The Department of Employment Services (DOES) mission is to connect District residents, job seekers, and employers to opportunities and resources that empower fair, safe, effective working communities.
Duties and ResponsibilitesProvides the full range of technical and administrative supervision over a staff within the office. Assigns and reviews the workload of the office, determining and scheduling priorities, assuring that service activities are properly and effectively time-phased to accomplish program objectives. Reviews, interprets, and reports on Federal and Local grant allocation. Writes and applies for grants for specific program. Designs, writes, evaluates, and modifies policies to ensure that programs are effective and in compliance with legal requirements. Analyzes policies, government regulations, and legislation to develop new program policies and plans or revise existing program policies and procedures. Analyzes statistical data and reports to identify and determine causes of problems and develop recommendations for improvement of organization's systems, procedures, or programs. Interprets results of studies, and prepares reports detailing findings, recommendations, or conclusions and determine areas requiring additional resources and new program implementation.
Consults with and advises government officials and staff, civic bodies, and other agencies on legislative, policy and program issues. Directs preparation and distribution of written and verbal information to inform management and employees of program and administrative policies and procedures. Develops written performance standards and ensures that all employees are aware of their responsibilities relative to those standards. Provides management to program staff through consultation, supervision, and liaison activities. Identifies and provides for the training needs of staff. Counsels subordinates in matters relating to work performance, attendance and general work relationships, recommends and initiates disciplinary action and adjudicates employee complaints. Holds and attends internal staff meetings and conferences, seminars, workshops, etc., and, as assigned, represents DOES in meetings relating to program areas. As a DOES representative, works closely with a wide range of community groups and organizations to develop, plan, establish and maintain cooperative relationships. Devises and recommends the establishment of new and/or revised policies, procedures and other documentation media as the need arises to more effectively accomplish program goals and objectives. Develops operational guidelines based upon Federal and District of Columbia laws. As assigned, represents the Associate Director at meetings and conferences to serve as spokesperson regarding the views of the Associate Director and the positions of the Department regarding employment services.
Qualifications And EducationSpecialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Other Significant FactsTour of Duty: Monday – Friday; 8:30 a.m. – 5:00p.m.
Duration of Appointment: Management Supervisory Service (MSS), “At-Will”. All positions and appointments in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Pay Plan, Series and Grade: MS-0340-12
Promotion Potential: No known promotion potential
Collective Bargaining Unit: This position is not in a collective bargaining unit
Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
