Responsibilities
- The Program Manager, Flight Standards reports to the Vice President - Flight Operations. In this role, the Program Manager is responsible for all aspects of flight checking and standardization.
- Responsible for the training, certification, and proficiency of Evaluators, Line Check Airmen, and FAA designated examiners
- Responsible for supervision and standardization of Instructor/Evaluator guide and approved Advanced Qualification Program manuals
- Accountable for the validity and accuracy of the Pilot and Instructor/Evaluator records. Responsible for monitoring changes in FAA regulations to ensure compliance and updating of checking programs as necessary
- Coordinate Flight Operation audits with the Safety department
- Act as department liaison with third-party auditors
- Assist training managers with the investigation, report, resolution and follow-up on training issues
- Recruit, hire, supervise and ensure standardization, proficiency and professionalism of Evaluators
- Act as liaison with FAA Principal Operations Inspector or designee
- Support application of system safety processes
- Coordinate the production and maintain currency of the Instructor/Evaluator Guide and Advanced Qualification Program manuals
- Responsible for the content, revision, and quality control of checking content of flight operations training manuals to reflect operational changes and training initiatives
- Responsible for creating, validating and maintaining records for all checking events requiring entry into the crew training record keeping system
- Conduct Evaluator development courses
- Ensure regulatory, company and functional policies and procedures are consistently adhered to in all checking events and ensure the currency of Evaluators
- Be available as “on-call” resource during assigned periods for Chief Pilots, Dispatch, etc.
- Act as Instructor/Evaluator as appropriate
- Maintain high awareness of fiscal responsibilities associated with the operation of the function, recognizing this is secondary to ensuring the highest level of flight crew safety and proficiency
- Attend industry meetings as appropriate
- Observe and evaluate training sessions conducted by Instructors; audit training activity to ensure regulatory compliance
- Audit operational policy to ensure safety and regulatory compliance
- Develop and perform quality control audits and report findings; audits will cover flight, flight service and maintenance training operations including all training programs and training providers, to ensure safety and regulatory compliance
- Support Flight Operations and other departments as required to maintain the compliance of regulated operations programs with regulatory and other guidelines
- Manage regulatory Instructor/Evaluator record keeping database, ensuring qualification of all associated employees and compliance with regulatory requirements
- Assess situations using advanced skills or integrate multiple alternatives to reach timely and appropriate solutions
- Provide effective direct and indirect team leadership across multiple functions to attain goals and deliver results

- Must be able to handle multiple responsibilities subject to critical deadlines
- Bachelor’s degree or equivalent amount of experience
- Airline Transport Pilot (ATP) certificate
- Excellent written and verbal communication skills, including public speaking and presentation skills
- Strong proficiency with Microsoft Word, Excel, Outlook and PowerPoint
- Demonstrated ability to maintain a high level of self-discipline and motivation in difficult situations
- Must be able to work extra hours when necessary
- Some travel required; approximately 20%
- Ability to read, write, fluently speak and understand the English language
- Must possess the legal right to work in the United States
- Experience as an instructor or evaluator in air carrier flight operations training preferred
- Demonstrated ability to effectively lead change by applying a disciplined approach to change, building commitment, and creating an environment where people take calculated risks
- Demonstrated ability to build and maintain a collaborative and engaged environment within multiple functions
- 3-5 years of experience in air carrier operations with broad knowledge of airline operations preferred
